CITY COUNCIL CHAMBERS
MINUTES
MONDAY, OCTOBER 18, 2021
Mayor Pam Gualtieri called this regular meeting of the Newcastle City Council to order at 7:00 p.m. Those present were Mayor Gualtieri; Council members Ann McColley, Lance Miles, Daren Downs, Tyrel Owens and Don Steveson. Michael Alexander was absent. Also present were Department Heads City Police Chief Sam Keller, City Engineer Mike Moore, Dublin Hughes and City Clerk/Treasurer Greg James.
APPROVAL OF AGENDA: Ann McColley moved, seconded Daren Downs to approve the agenda as amended, adding Mr. Rick Dunford reference County Planning, discussion of County Emergency plans under Mayor/Council reports and Martha Bickford under Certificates of Recognition. Motion carried.
APPROVAL OF MINUTES: Don Steveson moved, seconded Tyrel Owens to approve the minutes of the regular meeting of Monday October 4, 2021 and the Executive Session minutes of Monday, October 4, 2021 as presented. Motion carried.
NOMINATIONS FOR RECOGNITION: None
CERTIFICATES OF RECOGNITION:
Matt Ramsey for painting and cleanup of the auction buildings was present to receive his certificate.
Linda Bogue for the beautification of the Library, certificate will be mailed.
Martha Bickford for planning, organizing and promoting the Madness on Main event was present to receive her certificate.
CITIZEN’S BUSINESS—IN WRITING: None
CITIZEN’S BUSINESS—VERBAL:
Mr. Rick Dunford was present to discuss Weston County planning work. He noted the sphere of influence previously exercised by the City, any developments/plans within one mile of the City has been removed by the State Legislature. Mr. Dunford noted there was a buyer interested in the Wyoming Club north of town.
MAYOR/COUNCIL REPORTS:
Mayor Gualtieri reference the potential donation of land to the City from Pinnacle Bank for a splash pad and veteran’s memorial. Mr. Tystad approached the Bank’s owners who approved the transfer of property for the intended purposes. There would be a planning grant ahead of the construction to lay out a scope of work. The proposed use would be for splash pad, home for the farmer’s market and the veteran’s memorial. Brandi Harlow from the Wyoming Business Council is assisting with the grant process. Don Steveson moved, seconded Ann McColley to move forward with the process. Motion carried.
Because documents haven’t been reviewed, Mayor Gualtieri asked the approval of the Weston County Emergency Plans be put on the agenda for November 1, 2021.
DEPARTMENT HEAD REPORTS:
City Police Chief Sam Keller reported calls for service year to date were 4376, and 240 for the month of October so far.
City Clerk/Treasurer Greg James reported the conversion from the Wyoming Supreme Court system to our own Full Court Enterprise was going well.
Dublin Hughes had no report, but answered several questions from Mike Moore relative contracts.
City Engineer Mike Moore reported on progress with the dog park at Centennial Park. The draft agreement for the Dow Park restrooms was being worked on. There is progress on the retaining wall repair on South Summit. Landfill remediation and scope of work has been reviewed and is ready for approval.
STANDING COMMITTEE REPORTS:
Streets Committee met and discussed purchasing and placing 3 of the radar type speed signs, one west bound near the Chamber of Commerce, one west bound near the overpass, and one east bound near Stampede Street. Also discussed was using ticket money to fund these. Additional discussion was about hiring more employees for the Streets dept.
Water & Sewer Committee met to discuss sewer lagoon cleanout of Cell B.
ANY OTHER BUSINESS: None
CLAIMS AGAINST THE CITY: Tyrel Owens moved, seconded Don Steveson to pay the claims against the City dated October 18, 2021. Motion carried. Daren Downs moved, seconded Tyrel Owens to adjourn this regular meeting of the Newcastle City Council at 8:28 p.m. Meeting adjourned.
