NOTICE AND ORDER SETTING PUBLIC HEARING
Pursuant to the Wyoming Administrative
Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the
Commission hereby gives notice of the Joint Application of Cheyenne Light, Fuel and Power Company (CLFP) d/b/a Black Hills Energy and Black Hills Power, Inc. (BHP) d/b/a Black Hills Energy (collectively BHE or the Companies) for Commission approval to join the Western Energy Imbalance Market (WEIM). The public hearing is set to commence on Wednesday, February 19, 2025, at 9:00 am in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming.
1. CLFP and BHP are public utilities subject to the Commission’s jurisdiction. Wyo. Stat. §§
37-1- 101(a)(vi)(C) and 37-2-112.
2. On October 25, 2024, the Companies filed a request for approval to join the WEIM.
3. For BHP and CLFP, there are only two
real-time market options available: the
CAISO-administered WEIM and the
SPP-administered Western Energy Imbalance Service (WEIS). Black Hills analyzed both
options.
4. Firm transmission rights across intermediate transmission providers to connect the remaining WEIS Balancing Authorities are a requirement identified by SPP as the WEIS market operator. The cost to purchase transmission service rights are expected to be significantly greater than the benefits the Companies expect to receive from participating in WEIS.
5. The Companies conducted an analysis of the available solutions and believe that joining the WEIM is the best option for customers. This change will ensure continued reliable service while providing opportunities for BHE to leverage the WEIM to maximize customer benefit through efficient dispatch of generating resources across the entire market footprint.
6. All interested persons are encouraged to attend the public hearing which will be conducted in accordance with the Wyoming Administrative Procedure Act, Wyoming Public Service Commission Rules.
