NEWCASTLE CITY COUNCIL CITY COUNCIL CHAMBERS MINUTES Monday, December 2, 2024

Mayor Pam Gualtieri called this regular meeting of the Newcastle City Council to order at 7:00 p.m. Present were Council members Don Steveson, Ann McColley, Daren Downs, Tyrel Owens, Tom Voss, and John Butts. Also present were, City Attorney Dublin Hughes, Police Chief Derek Thompson, Public Works Supervisor Greg Stumpff, and Clerk/Treasurer Stacy Haggerty.

APPROVAL OF AGENDA: Ann McColley moved, seconded Tyrel Owens to approve the agenda. MOTION CARRIED.

APPROVAL OF MINUTES: Tom Voss moved, seconded Ann McColley to approve the minutes of the regular meeting and executive session of Monday, November 18, 2024. Tyrel Owens noted that Sharon Groskopf’s name was misspelled. MOTION CARRIED.

CITIZEN’S BUSINESS VERBAL: None

CITIZEN’S BUSINESS—IN WRITING: Tonia Christensen submitted a request for a twenty-four-hour catering permit on behalf of Cap N’ Bottle from 9:00 a.m. on December 6, 2024 to 9:00 a.m. on December 7, 2024 for the Festival of Trees to be held at the WC Senior Center. Tom Voss moved, seconded Tyrel Owens to approve this request. MOTION CARRIED.

OLD BUSINESS:

• Mayor Gualtieri recognized the VFW for their mural. She also recognized Genell Rothleutner and the City of Newcastle, Town of Upton and Weston County Consolidated Dispatch Center for their APCO awards.

• Ordinance No. 3, Series 2024, which heading reads AN ORDINANCE ADDING SEC. 16-11.2 OF THE NEWCASTLE TOWN CODE regarding Jake Brakes was read. Ann McColley moved, seconded Tyrel Owens to pass Ordinance No. 3, Series 2024 on the first reading. Discussion was had regarding posting signs, advertising and warnings prior to citations being given. MOTION CARRIED.

• Resolution No. 10, Series 2024, which heading reads RESOLUTION TO AMEND SECTION 2-4 OF THE NEWCASTLE, WYOMING MUNICIPAL CODE PURSUANT TO SECTION 2-4 RESOLUTION CLAUSE was read. Tom Voss moved, seconded Don Steveson to pass Resolution No. 10, Series 2024. Discussion was had, suggested changes were to add the Pledge of Allegiance to (a), relabel (h) as old business, (i) new business, (j) committee/council member reports, and (k) department head reports. Tom Voss amended his prior motion, seconded Tyrel Owens to pass Resolution No. 10, Series 2024, with the suggested changes. MOTION CARRIED.

NEW BUSINESS:

• Mayor Gualtieri referenced the WC Travel Commission Joint Powers Agreement. Tyrel Owens moved, seconded Tom Voss to table the discussion till the next meeting. Clerk/Treasurer Haggerty will invite the WC Travel Commission to the next meeting. MOTION CARRIED.

COMMITTEE REPORTS: Mayor Gualtieri asked for a water/sewer committee meeting on Friday, December 6, 2024, at 9:00 a.m.

DEPARTMENT HEAD REPORTS:

• Public Works Supervisor Greg Stumpff informed the Council that skate equipment would be removed to prepare for the ice rink. He then reported that they had received a Level 2 assessment on Bac-T positive samples, a plan to meet compliance is being put together. He then requested to sell the 2003 Chevy 2500 landfill pickup with snowplow to the WC Solid Waste District for $3,000.00. Advertisements for the sale will be published. Tom Voss moved, seconded John Butts to approve this request with proper publishing of sale. MOTION CARRIED. Mr. Stumpff then reported that requirements for the SRF applications had not been met and have been pushed back to February.

• Police Chief Derek Thompson reported on calls of service since November 19, 2024, NPD 117, WCSO 92, UPD 4, NVFD 8, WCFP 9, UVFD 1, Newcastle Ambulance 16, and Upton Ambulance 3. Chief Thompson then requested to add Kevin Allen and Susan Bridge as reserve officers to the P.O.S.T. roster. Tom Voss moved, seconded Tyrel Owens to approve this request. MOTION CARRIED. He then referenced a letter from the Town of Upton regarding the Communications Joint Dispatch Board, stating that the Upton designee had not been rejected, the board was not aware of who Upton wanted to appoint to be their designee; the board had declined to pay for tower rent as each entity should pay their own rent; the report reference in the letter is currently being worked on.   

• Attorney Dublin Hughes stated that he would be absent from the next meeting.

• Clerk/Treasurer Stacy Haggerty reported that they are wrapping up on audit and the presentation is planned for January or February.

CLAIMS AGAINST THE CITY: Tom Voss moved, seconded Tyrel Owens to pay the claims against the City dated December 2, 2024. MOTION CARRIED. Tyrel Owens moved, seconded Daren Downs to adjourn this regular meeting of the Newcastle City Council. Meeting adjourned at 7:52 p.m.
