Mayor Pam Gualtieri called this regular meeting of the Newcastle City Council to order at 7:00 p.m. Those present were Mayor Gualtieri; Council members Don Steveson, Tyrel Owens, Michael Alexander, Daren Downs and Ann McColley. Also present were Department Heads City Police Chief Sam Keller, City Engineer Mike Moore, City Attorney Michael Stulken and City Clerk/Treasurer Greg James.
APPROVAL OF AGENDA: Don Steveson moved, seconded Tyrel Owens to approve the agenda as presented. Motion carried.
APPROVAL OF MINUTES: Michael Alexander moved, seconded Ann McColley to approve the minutes of the regular meeting of Tuesday, February 16, 2021 as presented. Motion carried.
NOMINATIONS FOR RECOGNITION:
Sara Thurgood and the Newcastle Ice Association for the new ice skating rink and equipment.
Par Pacific Wyoming Refining for their donations and support for the ice skating rink.

CITIZEN’S BUSINESS—IN WRITING:
Renewal of a Retail Liquor License #6; Mini Mart, Inc. dba: Loaf N Jug #167. Tyrel Owens moved, seconded Daren Downs to approve this renewal. Motion carried.
Consideration of forgiveness of sewer charges because of a water leak, Maxine Groner in the amount of $283.11. Daren Downs moved, seconded Ann McColley to approve this request. Motion carried.

MAYOR/COUNCIL REPORTS: None
DEPARTMENT HEAD REPORTS:
City Police Chief Sam Keller reported on calls for service, 680 YTD and 329 for the month of February. He also reported between 60 and 75 radio glitches since November.Â
City Clerk/Treasurer Greg James reported the budget process is starting.
City Engineer Mike Moore reported on Boyd Avenue project and some boring under Highway 16. Plans for Boyd Avenue have been submitted to DEQ for review. Mr. Moore will approach the County reference their desires with the 1400 feet of East Wentworth the County owns. He addressed the banner sign at the entrance to Washington Park and the ice rink. New Vac Truck is here and there are plans to refurbish the old one. A land application permit for the lagoon has been submitted. WYDOT will be crack sealing along Main Street this week. WWDC has approved pump upgrades in connection with the Well #5 project. Mr. Ogden Driskill accepted the offer of $3000.00 per acre for the land near Tank #1 as long as the City takes care of the legal work. Don Steveson moved, seconded Ann McColley to purchase the land at the agreed upon terms. Motion carried.
City Attorney Michael Stulken reported on the draft agreement for the recreation groups.

ANY OTHER BUSINESS: None
EXECUTIVE SESSION: reference personnel. Michael Alexander moved, seconded Don Steveson to suspend the rules and go into Executive Session at 7:52 p.m. reference personnel. Motion carried. Daren Downs moved, seconded Don Steveson to return to regular session at 7:57 p.m. Motion carried. Michael Alexander moved, seconded Tyrel Owens to appoint Mr. Lance Miles to fill the vacant Council seat until the next general election. Motion carried.
CLAIMS AGAINST THE CITY:Â Don Steveson moved, seconded Tyrel Owens to pay the claims against the City dated March 1, 2021. Motion carried. Ann McColley moved, seconded Michael Alexander to adjourn this regular meeting of the Newcastle City Council at 7:58 p.m. Meeting stands adjourned.
