MONDAY, AUGUST 3, 2020

President Don Steveson called this regular meeting of the Newcastle City Council to order at 7:00 p.m. Those present were Council members Tom Voss, Ann McColley, Pam Gualtieri, Michael Alexander, Don Steveson and Roger Hespe. Also present were Department Heads City Interim Police Chief Samuel Keller, City Engineer Mike Moore, City Attorney Michael Stulken and City Deputy Clerk/Treasurer Stacy Haggerty.
APPROVAL OF AGENDA:Â Roger Hespe moved, seconded Ann McColley to approve the agenda as amended, adding a request for plumbing license. Motion carried.
APPROVAL OF MINUTES: Tom Voss moved, seconded Roger Hespe to approve the minutes of the regular meeting of Monday July 20, 2020 and the minutes of the Executive Session on Monday July 6, 2020 as presented. Motion carried. Â
NOMINATIONS FOR RECOGNITION: None
CERTIFICATES OF RECOGNITION:
To Maverik Country Store #458 for the purchase and display of the Stampede Street historical sign. Certificates will be mailed.
James Blair for his business, Hot Diggity Dogs. Michael Alexander will deliver. Â
CITIZEN’S BUSINESS—IN WRITING:
Midwestern Mechanical application for plumbing license. Roger Hespe moved,
seconded Pam Gualtieri to approve the
application for plumbing license to Midwestern Mechanical. Motion carried.
CITIZEN’S BUSINESS—VERBAL:
Mr. Bruce Perkins ref relaxing open containers for the Weston County Arts Council event on August 21, 2020. Hours from 3:00 p.m. to 12:00 a.m., Main Street only from Sumner to Seneca. Michael Alexander moved, seconded Roger Hespe to approve the relaxing of open container on August 21, 2020 from the hours of 3:00 p.m. to 12:00 a.m. on Main Street from Sumner to Seneca. Tom Voss abstained from voting. Motion carried.
MAYOR/COUNCIL REPORTS:Â
Tom Voss talked about the details of Warm Summer Nights and stated that Mady Peterson is the lead contact on this event.
Tom Voss made a motion to have City Attorney Michael Stulken draft a resolution that states “ALL” businesses within city limits are essential. Ann McColley seconded. City Attorney Michael Stulken will research this topic and advise Council at a later date. Motion tabled.
Don Steveson reported on Zoom meeting with Black Hills Power, as of first part of August
customers will see refund on bills and lower future bills due to taxes being decreased.Â
DEPARTMENT HEAD REPORTS:
City Engineer Mike Moore reported that work on the new website is in process and presented the Council with possible photos that will appear on the website. Engineer Moore also reported that he received a draft discharge permit for the lagoon and that the work on E. Wentworth is complete.
City Attorney Michael Stulken reported that he is currently working with City Engineer Mike Moore on a variance for Amanda Bench. Attorney Stulken is also working with City Interim Police Chief Samuel Keller on contract for Tobacco/Alcohol compliance.
City Interim Police Chief Samuel Keller reported on calls for service, 595 for the month of July 2020. Currently holding interviews for dispatch position. Interim Chief Keller
recommended a $0.50 per hour raise for Officer Kellie Moran for obtaining her B. S. in Criminal Justice, effective August 2, 2020. Tom Voss moved, seconded Roger Hespe to approve this request. Motion carried.
City Deputy Clerk/Treasurer Stacy Haggerty reported that they are beginning work on the Audit process.Â
