CITY COUNCIL CHAMBERS
MINUTES
JUNE 1, 2020
Mayor Debra Piana called this regular meeting of the Newcastle City Council to order at 7:00 p.m. Those present were Mayor Piana; Council members Roger Hespe, Don Steveson, Pam Gualtieri, Ann McColley, Michael Alexander and Tom Voss. Also present were Department Heads City Police Chief Jim Owens, City Engineer Mike Moore, City Attorney Jim Peck and City Clerk/Treasurer Greg James.
APPROVAL OF AGENDA: Ann McColley moved, seconded Roger Hespe to approve the agenda as amended, adding Tasha Townsend and Martha Bickford to discuss Madness on Main and the Fall Festival, an Executive Session before claims regarding land acquisition and attorney-client privileged communication, and introducing Mr. Michael Stulken as potential new City Attorney. Motion carried.
APPROVAL OF MINUTES: Roger Hespe moved, seconded Michael Alexander to approve the minutes of the regular meeting of Monday, May 18, 2020 as presented. Motion carried.
NOMINATIONS FOR RECOGNITION:
Rusty Childress, 7-C’s for their new shop building.
CERTIFICATES OF RECOGNITION:
Mrs. Jeannie Lewis for the landscaping in her yard. The certificate will be mailed.
CITIZEN’S BUSINESS—IN WRITING:
Request from Steve and Sallie Wentworth for a small car show, Free Bird Run 2020, a gathering of Trans Am car enthusiasts, requesting blocking off Main Street from Sumner to Seneca Monday June 15, 2020 from 6:00 p.m. to 9:00 p.m. Tom Voss moved, seconded Roger Hespe to approve this request. Motion carried.
CITIZEN’S BUSINESS—VERBAL:
Mr. McCollum reference issue with parking and living in a 5th wheel camper on his mother’s property. This is in violation of our zoning ordinances. After discussion, he was allowed until August 2020 to find a permanent place for the camper if he is going to live in it.
Tasha Townsend and Martha Bickford were present to discuss the Madness on Main and Fall Festival events. They asked for permission from the City to move forward, but were advised they needed clearance or a variance from Dr. Jording before proceeding, but were assured the City had no issues if a variance was granted.
MAYOR/COUNCIL REPORTS:
Mayor Piana introduced Mr. Michael Stulken as an attorney whom is interested in the City Attorney position once Jim Peck retires. Mr. Stulken spoke briefly regarding his background and experience. He will meet with the Personnel Committee on Thursday, June 4 at 4:00 p.m.
Mayor Piana spoke expressing her displeasure at the appearance of the cemetery this year over Memorial Day, especially with the condition of the dandelions. She said she expected much better next year.
DEPARTMENT HEAD REPORTS:
City Engineer Mike Moore reported on the planned repairs for Stampede Street, East Wentworth and chip & seal later in the season. The concrete crushing is going well. The City received a notice of violation from the DEQ because of loose papers at the landfill. That is being remedied.
City Police Chief Jim Owens reported on calls for service, 280 for May 2020 and 1459 year to date.
City Attorney Jim Peck presented Ordinance No. 1, Series 2020 on second reading. The heading reads: AN ORDINANCE AMENDING SECTION 8-34 OF ARTICLE III, CHAPTER 8 OF THE CODE OF THE TOWN OF THE CITY OF NEWCASTLE, WYOMING, 1961 TO INCREASE THE COURT AUTOMATION FEE CHARGED AS A COURT COST FROM TWENTY-FIVE DOLLARS ($25.00) TO FORTY DOLLLARS ($40.00) PURSUANT TO WYOMING STATUTE SECTION 5-6-108 AND RULE 2 OF THE WYOMING RULES FOR FESS AND COSTS FOR MUNICIPAL COURTS; AND PROVIDING FOR AN EFFECTIVE DATE. Roger Hespe moved, seconded Michael Alexander to pass Ordinance #1, Series 2020 on second reading. Motion carried.
City Clerk/Treasurer Greg James noted the annual budget hearing will be June 15 at 7:15 p.m. The following people had filed for City Council seats; Don Steveson and Pam Gualtieri filed for Mayor. Tom Voss, Daren Downs, Michael Alexander and Roger Hespe have filed for Council seats.

ANY OTHER BUSINESS: None
Don Steveson moved, seconded Roger Hespe to suspend the rules and go into Executive Session at 8:00 p.m. reference land acquisition and attorney-client privileged information. Motion carried. Michael Alexander moved, seconded Ann McColley to return to regular session at 8:30 p.m.. Motion carried. There were no decisions or actions coming out of the executive session.
CLAIMS AGAINST THE CITY: dated June 1, 2020. Tom Voss moved, seconded Ann McColley to pay the claims against the City date June 1, 2020. Motion carried. Michael Alexander moved, seconded Pam Gualtieri to adjourn this regular meeting of the Newcastle City Council at 8:32 p.m. Meeting adjourned
