CENTRAL WESTON COUNTY SOLID WASTE DISTRICT
OSAGE LANDFILL CLOSURE CONSTRUCTION
WESTON COUNTY, WYOMING
ADVERTISEMENT FOR BIDS
Sealed Bids for the Central Weston County Solid Waste District (CWCSWD) – OSAGE LANDFILL CLOSURE CONSTRUCTION will be received by Solid Waste Professionals of Wyoming, LLC c/o Ryan Swanson, at 2687 Aero Loop, Sheridan WY, 82801, until 1:00 P.M. local time, May 20, 2020, at which time the Bids received will be publicly opened and read aloud. The Project consists of earthworks, abandonment of a monitor well, installation of a pan lysimeter, and all other work necessary for the installation of a final cover system for Osage landfill closure.
Bids will be received for one prime Contract. Bids shall be on a lump sum and unit price basis as indicated on the Bid Form. Each bid must be accompanied by Bid Security for five percent of the total amount of the bid. Bid security must be in the form of a Bid Bond.
Bidding Documents may be examined online at www.questcdn.com (#7060802). Online Registration on QuestCDN is mandatory for all bidders.
Contractors, in submitting their respective bids, acknowledge that such bids conform to all requirements of Wyoming State Statute. Each bidder must include a bid security with the bid, payable to the CWCSWD, in accordance with the instruction to Bidders. For bids greater than $150,000, bid security shall be in the form of a Bid Bond, prepared on the form provided in the Project Manual, issued by a Surety authorized to do business in the State of Wyoming and acceptable to the OWNER in the amount of five percent (5%) of the total bid. No bid may be considered unless accompanied by a bid guarantee in the required amount.
The successful Bidder shall be required to furnish a contract performance bond and a labor and materials payment bond, each in the amount of one hundred percent (100%) of the contract price as originally bid or subsequently modified. The surety company shall be authorized to do business in the State of Wyoming. The cost of the bonds shall be included in the Contractor’s Bid Proposal. When the Successful Bidder delivers the executed Agreement to the Owner, it must be accompanied by the required Construction Performance Bond, and Construction Payment Bond on the forms included in the Project Manual. No exceptions will be made.
No bidder may withdraw its bid after the scheduled time of the bid opening. Bids are to remain open for 20 days after the bid opening. The Owner reserves the right to reject any and all bids or parts thereof, and to waive any irregularities of any bid. The Owner also reserves the right to award the contract to such responsible bidders as may be determined by the Owner.
Pursuant to W.S. 16-6-106, “preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state”.
Pursuant to W.S. 16-6-203, Wyoming labor shall be used on this project except other laborers may be used when Wyoming laborers are not available for the employment from within the state or are not qualified to perform the work involved. For further details see W.S. 16-6-201 through 206.
A mandatory pre-bid conference will be held at 1:00 pm local time on May 15, 2020 via Phone Conference ((307) 316-5604, ID: 443-931-475). Attendance at the pre-bid conference is
mandatory.
