NEWCASTLE WELL NO. 5
COMPLETION PROJECT
ADVERTISEMENT FOR BIDS
 
Sealed Bids for the NEWCASTLE WELL NO. 5 COMPLETION PROJECT will be received by the CITY OF NEWCASTLE at the Newcastle Town Hall, located at 10 W. Warwick St., Newcastle, Wyoming, until 2:00 P.M. local time on March 22, 2022, at which time the Bids received will be publicly opened and read. Phase 1, Task 1 of this Project consists of furnishing and installing a pre-engineered building well house or constructing a concrete masonry block building with electrical and mechanical systems, installing the interior discharge piping in the well house with a solenoid control valve and connecting the well house piping to the existing City of Newcastle water system through 1,250 feet of 8-inch transmission pipeline. Additional work associated with this Phase 1, Task 1 work is to replace the existing collection pipelines from Newcastle Well Nos. 1 and 4 to the existing pump station. These pipelines consist of approximately 150 of 8-inch PVC pipe and 470 feet of 10-inch PVC pipe. Phase 1, Task 2 of this Project consists of construction of a 1,400 foot, 8-inch diameter PVC distribution pipeline from the City of Newcastle pump station to the No. 5 well house. One hundred and eighty (180) calendar days are allotted for this project.
The Issuing Office for the Bidding Documents is Engineering Associates, 605 Plaza Court, Laramie, Wyoming 82070, Attn: John Wetstein (307) 742-9220 John.Wetstein@EAengineers.com. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays or at the office of the City of Newcastle’s City Engineer by appointment. A Non-Mandatory pre-bid conference will be held at 1:00 P.M. local time on March 1, 2022 at the Newcastle Town Hall. Prospective Bidders may obtain copies of the Bidding Documents from the Issuing Office as described below or at www.questcdn.com and at www.eaengineers.com under PROJECTS OUT TO BID. Submitting Contractors will be required to register with the website to download the bidding documents for $25 by inputting Quest project #8127629 on the website’s Project search page. Printed copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above, upon payment of $75.00 for each (printed) set. Contractors are encouraged to use the digital plans. Said cost represents the cost of printing, reproduction, handling, and distribution, therefore no refund will be granted. Checks shall be made payable to “Engineering Associates.” Bid documents will be mailed only upon receipt of deposit. No bid documents will be distributed later than 24 hours prior to the scheduled opening of bids. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Bid security shall be a Bid Bond  furnished in the amount of  5% of the total bid amount.
The Owner reserves the right to waive any informalities, or to reject any or all bids, and to award the contract to the best and most responsible bidder. Qualified Disadvantaged Business Enterprises (DBEs) are encouraged to submit bids on this project.  Contractors that use a subcontractor(s) are required to make a good faith effort at soliciting DBE subcontractor participation.  Bidder shall include good faith effort documentation in the bid, or bidder may be considered non-responsive. 
Pursuant to W.S. 16-6-101 – 16-6-102 and W.S. 16-6-106, “the contract shall be let to the responsible certified resident making the lowest bid if the certified resident’s bid is not more than five percent (5%) higher than that of the lowest responsible nonresident bidder” and “preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured, supplied or grown in Wyoming, quality being equal to articles offered by the competitors outside of the state”. 
Successful bidder will be required to provide payment and performance bonds in an amount of at least 100% of awarded contract price.
All Bids must be submitted in a sealed envelope bearing on the outside of the envelope the name of the Bidder, Bidder’s license number. Envelopes containing bids must be addressed as follows, and delivered to: Newcastle Town Hall, 10 W. Warwick St., Newcastle, Wyoming “NEWCASTLE WELL NO. 5 COMPLETION PROJECT”
