Undercover drug probe nets felony charges for two Teton County men

JACKSON (WNE) — A monthlong undercover drug investigation in Jackson led to felony delivery charges against two men accused of selling cocaine and other narcotics during controlled buys arranged by Wyoming state agents.

The arrests mark the second instance in the past month in Jackson where law enforcement built cases with confidential informants. Unlike undercover officers, confidential informants are typically civilians cooperating with investigators — sometimes for pay and sometimes to reduce their own criminal exposure.

The arrests were also followed four days later by a significantly larger drug bust in Teton County, Idaho.

Isaac Jared Hernandez Valente, 24, of Alta, faces three felony counts tied to cocaine and methamphetamine deliveries, according to court records. Angel Osvaldo Cisneros Montes, 26, of Jackson, is charged with two counts of delivering a counterfeit Schedule I or II narcotic and three counts of delivering cocaine, according to court records.

In state law, a counterfeit drug is a fake controlled substance presented as a real narcotic. Even delivering an imitation substance is a felony under Wyoming law because the statute treats it as intentionally distributing something the seller is representing as a dangerous, high-risk drug.

Both men made their initial appearances before Circuit Court Judge Erin Weisman on Nov. 7, where she set $50,000 cash-only bonds. 

Conspiracy to deliver cocaine, delivery of cocaine and delivery of methamphetamine, the charges Hernandez Valente is facing, each carry penalties of up to 20 years in prison and a fine of up to $25,000 under Wyoming law. Cisneros Montes faces the same maximum penalty — up to 20 years and $25,000 per count — for his five alleged delivery offenses.
