Teton County mourns photographer as criminal DUI case moves through court

JACKSON (WNE) — More than 700 people packed into St. John’s Episcopal Church on Saturday to celebrate the life and mourn the loss of Florence “Flo” McCall-Phillips, a beloved Jackson photographer whose sudden death has left the community reeling.
As pews filled to capacity, mourners stood shoulder to shoulder, spilling outside to peer through open windows, drawn together by grief and admiration for a woman known for her radiant spirit and deep love for the valley she called home.
As her community gathered to say goodbye, the man accused in McCall’s death remains in Teton County Jail.
As a result of the June 28 crash with McCall-Phillips, who was riding her bicycle, Jody Utter, 53, of Jackson, is charged with felony aggravated vehicular homicide and misdemeanor driving under the influence.
According to court documents, Utter admitted to drinking prior to the crash and registered a blood alcohol concentration of .165 — more than twice the legal limit — after the incident.
Investigators believe Utter was traveling westbound at a high rate of speed when he crossed the centerline and struck McCall. She came to rest approximately 200 feet from the point of impact. No other vehicles were involved, and Utter was the sole occupant of the vehicle.
Last week, Circuit Court Judge Erin Weisman set bond at $300,000 cash — $50,000 higher than the amount requested by Teton County Prosecuting Attorney Dick Stout.
Under Wyoming law, a conviction for aggravated vehicular homicide carries a maximum penalty of 20 years in state prison.
