Sheridan woman charged with embezzling more than $631K from local foundation
SHERIDAN (WNE) — A Sheridan woman was arrested and charged with 13 counts of felony theft March 4 and appeared in Sheridan County Circuit Court for initial appearance March 5.
Bobbi Neeson, born in 1970, is accused of embezzling $631,535.00 from The B.F. and Rose H. Perkins Foundation between September 2013 and April 2025.
Law enforcement received a complaint from the Perkins Foundation Nov. 10, 2025 accusing Neeson of embezzling money by inflating student loan amounts, generating medical and other grants and transferring the money into her personal account.
The Perkins Foundation is a local Sheridan-based nonprofit dedicated to awarding grants and loans. The foundation provides interest-free student loans to college students, medical grants and other funding eligible applicants approved by the board.
According to the affidavit of probable cause, Neeson was the former foundation manager for the Perkins Foundation. Neeson allegedly embezzled the money through more than 276 transfers, student loan, medical grant and grant described direct deposits.
Neeson had been employed by the foundation from 2006 to 2025. The alleged embezzlement of funds began in 2013.
According to the affidavit, Neeson would not place the recipient's name in the description for the student loans she was generating and direct depositing into her personal bank account.
A large number of student loan described deposits from the Perkins Foundation were found in Neeson’s personal bank accounts.
On March 6, law enforcement spoke with Neeson at her residence. Neeson told law enforcement she thought she would quietly borrow the money and pay it back. She stated it became an “easy fix,” as she had maxed out her credit cards and needed the money.
She stated the guilt was killing her and she was sorry.
According to the Sheridan County Sheriff’s Office, Neeson posted bond March 5 and was released.
Felony theft is punishable by imprisonment for a maximum of 10 years, a fine of $10,000 or both. Neeson could face 130 years in prison and $130,000 in fines if convicted of all counts.
