Public Notice — Black Hills Power,
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Regulations, notice is hereby given of the Application of Black Hills Power, Inc. d/b/a Black Hills Energy (BHP or Company) for authority to pass on an Energy Cost Adjustment increase of $0.0058 per kilowatt hour for all customers for the period of September 1, 2025 through August 31, 2026, as more fully described below.
1. BHP is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§37-1-101(a)(vi)(C) and 37-2-112.
2. On July 15, 2025, BHP filed an Application to pass on an increase of $0.0058 per kWh in its Energy Cost Adjustment (ECA) rate, resulting in an ECA rate of $0.0116 per kWh, effective for usage on and after September 1, 2025, through August 31, 2026. BHP states that the increase is primarily due to an increase in delivered energy costs offset by an increase in long-term wholesale revenues. The request, if approved, results in an increase of 4.52% per month for the typical residential customer and 5.83% per month for the typical general service customer.

4. Anyone wishing to file a statement, intervention petition, protest or request for a public hearing in this matter must do so in writing filed with the Commission on or before August 20, 2025. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding.
