NEWCASTLE CITY COUNCIL SPECIAL MEETING MINUTES Monday, August 25, 2025, at 4:30 P.M. CITY COUNCIL CHAMBERS

Mayor Owens called this special meeting of the Newcastle City Council to order at 4:30 p.m. Those present were Council members John Butts, Daren Downs, Chris Kenney and Ann McColley. Also present were Public Works Supervisor Greg Stumpff and Clerk/Treasurer Stacy Haggerty. 

The purpose of this meeting was for a 24-hour malt beverage permit requested by Nicholas Wieburg, dba, 307 Smoke & Vape Haven to sell malt beverages within the barricaded areas of Main Street for the Madness on Main Event, from 9:00 a.m., August 30, 2025, to 9:00 a.m., August 31, 2025. Chris Kenney moved, seconded Ann McColley to approve the 24-hour malt beverage permit. Mayor Owens stated that he may have missed discussion to correct the dates of the permit at the prior council meeting. Motion carried. 

Ann McColley moved, seconded Chris Kenney to adjourn this special meeting at 4:33 p.m. Meeting adjourned.
