NEWCASTLE CITY COUNCIL CITY COUNCIL CHAMBERS MINUTES Monday, September 2, 2025
Mayor Tyrel Owens called this regular meeting of the Newcastle City Council to order at 7:00 p.m. Present were Council members John Butts, Daren Downs, Chris Kenney, Ann McColley, Don Steveson and Thomas Voss. Also, present were Public Works Supervisor Greg Stumpff, Engineer Steven Dietrich, Police Chief Derek Thompson, Attorney Dublin Hughes and Clerk/Treasurer Stacy Haggerty.
APPROVAL OF AGENDA: Mayor Owens amended the agenda to add conditional offer of employment under the Police Chief’s report. Thomas Voss moved; seconded Ann McColley to approve the agenda as amended. MOTION CARRIED.
APPROVAL OF MINUTES: Chris Kenny moved; Ann McColley seconded, to approve the minutes of the regular meeting of Monday, August 18, 2025, and special meeting of August 25, 2025. Mayor Owens noted that he had missed community comments at the prior meeting and asked Council members to speak up if this should happen in the future. MOTION CARRIED.

OLD BUSINESS:
• Mayor Owens referenced the American Legal Publishing Quote and Civic Plus quotes stating that he had not received an updated quote for 25 copies from American Legal Publishing yet.
• There was discussion regarding allowing RVs in the mobile home districts. Recommendations will be taken back to the Planning & Zoning Board.
• Engineer Chuck Bartlett referenced Newcastle Ace Hardware’s interest in purchasing property that they currently rent from Weston County and re-plating Lots 21-24, Block 11. Ann McColley moved; Thomas Voss seconded to replat the lots. Discussion was had regarding items in the alley. MOTION CARRIED.
NEW BUSINESS: Engineer Chuck Bartlett referenced an erosion/sediment control standards booklet and recommended adopting the standards. Thomas Voss moved, seconded Daren Downs to approve this recommendation. There was discussion about construction projects. MOTION CARRIED.
COMMITTEE/COUNCIL MEMBER REPORTS: Mayor Owens gave an overview of the Rural Community Assistance Corporation project and asked if there were any Council members that would sit on an Economic Development committee with him, Thomas Voss and Johns Butts volunteered to sit on the committee and will attend a meeting on September 12, 2025, at 3:00 p.m. Mayor Owens stated that he will send informational emails for the RCAC project but Council members are not to respond to these emails as they are for information purposes only. Mayor Owens referenced the pocket park lease, stating that although there had been some negative feedback he felt Cash’s may be ready to sign the lease. Councilman Steveson reported on the finance committee meeting, while looking for the best interest rates the committee recommended keeping investments local, and are currently waiting to hear back from Pinnacle Bank regarding interest rates on accounts being held there before making further recommendations. Mayor Owens reminded committees to make reports to the Council.
DEPARTMENT HEAD REPORTS:
• Attorney Dublin Hughes reported that he is still working on changing the time limits for notices and will look at the ordinances to be able to implement the erosion standards.
• Clerk Treasurer Stacy Haggerty reported that she had been contacted by the auditors and will begin gathering information for audit season.
• Public Works Supervisor Greg Stumpff reported that preconstruction and stakeholder meetings for the 2025 Improvements had been held. He requested permission to move forward with the grant process to replace the 1986 dump truck. Thomas Voss moved; seconded Don Steveson to approve this request. Discussion was had regarding the type of truck and grant. Motion carried. The Duff Ave. lift station is currently waiting for power. Mr. Stumpff requested permission to sign the permit to construct application for the W. Railroad project. Don Steveson moved, second Ann McColley to approve this request. MOTION CARRIED. Supervisor Stumpff reported that the permits for the jake brake signs and traffic mirror have been turned into Wy. DOT. He then reminded the water/sewer committee about the September 4, 2025, meeting at 4:30 p.m.
• Engineer Steven Dietrich reported on construction projects, Washington Park improvements, computer replacement and possible location of the emergency generator.
• Police Chief Derek Thompson reported on calls of service from August 18, 2025; NPD 130, WCSO 134, UPD 34, NVFD 8, WCFP 7, UVFD 7, Newcastle Ambulance 24, Upton Ambulance 5, he provided a handout for the breakdown of NPD calls. Chief Thompson requested a conditional offer of employment for Bryan Norris at $21.91/hr. with 1 year probation contingent on all background checks with a start date to be determined. Don Steveson moved; Chris Kenney seconded to approve this request. MOTION CARRIED. He then reported on the internship program for high school students who are in their junior or senior year, one student is currently participating.
CLAIMS AGAINST THE CITY: Thomas Voss moved; Don Steveson seconded to pay the claims against the City dated September 2, 2025. MOTION CARRIED.
