Natrona County School District leaves cellphone policies up to principals’ discretion

CASPER — The Natrona County School District approved a policy change regarding cellphone use in classrooms on its first reading on Monday. The board votes on policy changes once it reaches its third reading.
Previously, student cellphone use in classrooms was left up to the teachers.
With this policy change, teachers will need express permission from their principal to allow students to use their cellphones for class.
The board heard from multiple groups of stakeholders on the issue before coming to the final draft of the policy. The policy also now outlines the definition of a cellphone and other personal electronics. Personal electronics will follow the same rules as cellphones.
Personal medical devices are exempt from the policy if they are “a part of a student’s IEP, 504, or other documented medical needs.”
Those exceptions will be discussed on an individual basis.
Also on Monday, the board had the first reading of a new policy on the usage of designated facilities.
The policy, which is required by state law, prohibits people from using restrooms other than the one designed for their biological gender.
The board added the following statement to the beginning of the policy: “The Natrona County School District is committed to ensuring district environments are safe, orderly, and supportive for all students, staff, and school visitors.”
The policy also includes a statement to allow for disciplinary actions to be taken.
