CITY COUNCIL CHAMBERS
MINUTES
TUESDAY, FEBRUARY 16, 2021
 
Mayor Pam Gualtieri called this regular meeting of the Newcastle City Council to order at 7:00 p.m.  Those present were Mayor Gualtieri; Council members Don Steveson, Daren Downs, Ann McColley, Michael Alexander and Tyrel Owens. Also present were Department Heads City Police Chief Sam Keller, City Engineer Mike Moore, City Attorney Michael Stulken and City Clerk/Treasurer Greg James.
APPROVAL OF AGENDA: Ann McColley moved, seconded Michael Alexander to approve the agenda as amended, adding Martha Bickford reference Chamber of Commerce. Motion carried.
APPROVAL OF MINUTES: Ann McColley moved, seconded Don Steveson to approve the minutes of the regular meeting of Monday, February 1, 2021 as presented. Motion carried.
NOMINATIONS FOR RECOGNITION: None
CERTIFICATES OF RECOGNITION:
Mr. Roger Hespe for 20 years ambulance service to our community, certificate will be mailed.
CITIZEN’S BUSINESS—IN WRITING:
Designate First State Bank as a depository for public funds.  Michael Alexander moved, seconded Ann McColley to approve this action. Motion carried.
CITIZEN’S BUSINESS—VERBAL:
Jennifer Smith reference All Class Reunion. Asked for Council approval to move forward with planning, intending a similar program as had been planned for last year. Consensus was to go forward planning the event. It will be Saturday, July 3, and will include a parade and street dance later that evening.
Tasha Townsend asked for permission to plan for the annual Fall Festival on September 18, 2021, and Martha Bickford asked for permission to go forward with planning for the Madness on Main event planned for September 4, 2021. By consensus, permission granted to move forward with both events.
Martha Bickford was present representing the Chamber of Commerce. She noted the date of the Chamber Banquet, March 6, 2021 and invited all to attend.

There were no public comments. Michael Alexander moved, seconded Tyrel Owens to approve the Liquor License for 2021—2022. Motion carried.
MAYOR/COUNCIL REPORTS: None
DEPARTMENT HEAD REPORTS:
City Clerk/Treasurer Greg James reminded the Council of the candidate forum on Monday, February 22, starting at 6:00 p.m. 
City Engineer Mike Moore reported the new City website is up and operational. Plan to go after the new vac truck next week. The hockey rink is up and operational, with an open house and skating this Saturday. Mr. Moore is working with a consultant on the feasibility of rebuild/replace the sewer lift station and headworks at the lagoon to capture debris and trash. Also looking at the water and sewer line project on Boyd Avenue. 
City Attorney Michael Stulken reported the Planning and Zoning board approved a variance request regarding parking for the new Dollar General store. He also reviewed the City ordinance on Tree Board members needing to be from the City limits. Mr. Stulken offered the opinion that it wasn’t vitally important to keep it strictly to in-town residents as there were no policy decisions made, only recommendations.
City Police Chief Sam Keller noted calls for service of 517 YTD and 167 so far in February. Our CSO should be back next week, and Officer Smellie should return in March. Congratulations were expressed to Sgt. Hillhouse and Deputy Fields for the drug bust, netting some 4.6 pounds of marijuana and 3.12 ounces on methamphetamine.

CLAIMS AGAINST THE CITY: Don Steveson moved, seconded Ann McColley to pay the claims against the City dated February 16, 2021. Motion carried. Ann McColley moved, seconded Don Steveson to adjourn this regular meeting of the Newcastle City Council at 7:46 p.m. Meeting adjourned.
