Commission talk should be printed

I just read our newspaper. (Re: “County minutes queried,” NLJ, March 28, 2019, page one).
The commissioners telling the county clerk, that they don’t want the discussions printd in the paper, only the motions and votes. 
What are they hiding? 
I want the discussions printed in the paper. It seems to me that they are doing something illegal. And by directing the clerk to not keep accurate notes, it is illegal.
