Casper amends weapons policy, allows concealed carry

CASPER (WNE) — Casper City Council members passed an ordinance Tuesday amending Casper’s municipal code, which sets a policy to allow concealed carry of firearms on city property. 

The policy passed on a vote of 9-1 with Councilmember Pat Sweeney voting against it. 

During the 2025 legislative session, HB 172, sponsored by state Rep. Jeremy Haroldson, R-Wheatland, became law without Gov. Mark Gordon’s signature. This bill allows for concealed carry of a firearm in any meeting of a governmental entity, in public educational facilities, including athletic events where alcohol is not being served and in any public space unless otherwise specified. 

In Casper, concealed carry will not be allowed in areas such as Ford Wyoming Center, Hogadon Ski Area, the Municipal Golf Course, the city jail and courthouse. 

The city’s ordinance has been amended to add a line indicating that concealed carry of firearms is an exception to city rules regarding deadly weapons. 

The change will only apply to concealed carry of firearms and does not apply to other deadly weapons. 

According to Wyoming state law, deadly weapons are defined as “any firearm, bow, crossbow, or slingshot that shoots or ejects a bullet, pellet, arrow, BB, dart or other projectile by explosion, gas propulsion, spring propulsion or by any other means of propulsion, or any knife (excepting legal pocket knives having a blade length of four inches or less), sword, or explosive device, or any replica of any such deadly weapon.”
