Black Hills Energy Public Notice April 23, 2026

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Black Hills Wyoming Gas, LLC, d/b/a Black Hills Energy (BHWG or the Company) for authority to revise its Energy Efficiency (EE) Surcharge rate and the EE balancing account balances, effective June 1, 2026, as more fully described below.

1. BHWG is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.

2. On April 2, 2026, BHWG filed its Application requesting authority to revise its EE Surcharge rates to reflect the EE balancing account balances as of February 28, 2026. The proposed EE Surcharge rates are designed to collect approximately $76,898 over the period of June 1, 2026, through May 31, 2027. BHWG proposes an EE Surcharge rate credit of $0.0007 per therm for its residential customers, a decrease of $0.0095 per therm from the current rate; and a surcharge rate of $0.0015 per therm for non-residential customers, a decrease of $0.0012 per therm from the current rate.

3. BHWG proposes a Balancing Account Rate credit of $0.0007 per therm for residential customers and a surcharge rate of $0.0015 per therm for non-residential customers. BHWG proposes a Margin Recovery Adjustment rate of $0.00 per therm.

4. The proposed changes are expected to result in a monthly bill decrease of $0.51 or 0.78% for a typical residential customer, a monthly bill decrease of $0.15 or 0.13% for a typical small general service customer, a monthly bill decrease of $0.88 or 0.17% for a typical medium general service customer, and a monthly bill decrease of $8.67 or 0.21% for a typical large general service customer.

6. Anyone wishing to file a statement, intervention petition, protest or request for a public hearing in this matter must file with the Commission in writing on or before May 12, 2026. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding.
