CITY COUNCIL CHAMBERS
MINUTES
SEPTEMBER 4, 2018
 
Mayor Debra Piana called this regular meeting of the Newcastle City Council to order at 7:00 p.m.  Those present were Mayor Piana; Council members Roger Hespe, Don Steveson, Tom Voss and Todd Quigley.  Council members Michael Alexander and Steve Ladwig were absent.  Also present were Department Heads City Policer Chief Jim Owens, City Engineer Mike Moore, City Attorney Jim Peck and City Clerk/Treasurer Greg James.  
APPROVAL OF AGENDA: Don Steveson moved, seconded Todd Quigley to approve the agenda as amended adding approval of Limited Mechanical Plumbing License and Lolly Martin reference sign in Centennial Park. Motion carried.
APPROVAL OF MINUTES: Roger Hespe moved, seconded Don Steveson to approve the minutes of the regular meeting on Monday August 20, 2018 and the minutes of the Special meeting of Thursday, August 23, 2018 as presented. Motion carried.
NOMINATIONS FOR RECOGNITION:  Tom Voss nominated Andy McKay for his work in organizing and promoting the Newcastle Farmer’s Market.

CITIZEN’S BUSINESS—IN WRITING: 
1. Approval of catering permit for the West End Bar & Grill to cater the National Rifle Association banquet at the Weston County Senior Services on Saturday September 29, 2018 from 3:00 p.m. to Sunday September 30, 2018 at 3:00 p.m. Tom Voss moved, seconded Todd Quigley to approve this request. Motion carried.
2. Approval of Limited Mechanical Plumbing License, all fees paid and proof of insurance, bond and license have been provided.  Plumbing Contractor, 7-C’s Service; Limited Mechanical Plumber, Rusty Childress.  Don Steveson moved, seconded Roger Hespe to approve this license. Motion carried.
3. Approval of Limited Mechanical Plumbing License, all fees paid and proof of license, insurance and bond have been provided.  Plumbing Contractor, Gundy’s Service; Limited Mechanical Plumber, HVAC Richard Gunderson.  Tom Voss moved, seconded Todd Quigley to approve this license. Motion carried.
CITIZEN’S BUSINESS—VERBAL:
1. Lolly Martin was present to request permission to build and erect a sign at Centennial Park.  A written proposal was presented. City Engineer Mike Moore has been aware of this proposal.  Tom Voss moved, seconded Todd Quigley to approve this request. Motion carried.
MAYOR/COUNCIL REPORTS: 
1. Roger Hespe reported on attending a “live shooter” drill and complimented the Police Department on their professionalism and preparation. Said it was a good course.
2. Tom Voss reminded the Council of the bike races this weekend sponsored by the Bent Sprocket Club.  
BID OPENING: as advertised at 7:30 p.m., bids for 2 police vehicles.  There were two (2) bids received, both in-state bidders and both provided appropriate bid bonds.  Bid No. 1, from Newcastle Motors in the amount of $74,050.00 for 2 vehicles.  Bid No. 2 from Fremont Motors in the amount of $73,508.00. Bids were taken under advisement.
DEPARTMENT HEAD REPORTS:
1. City Attorney Jim Peck presented Ordinance #4, Series 2018 on second reading. Heading reads: AN ORDINANCE AMENDING THE DISTRICT ZONING MAP OF THE CITY OF NEWCASTLE, WESTON COUNTY, WYOMING; AND RPOVIDING FOR AN EFFECTIVE DATE.  Roger Hespe moved, seconded Don Steveson to pass Ordinance #4, Series 2018 on second reading. Motion carried. Mr. Peck then reported on the closing for the sale of one of the City lots on Deanne Ave.
2. City Clerk/Treasurer Greg James reported Stacy Johnson is doing well and had nothing else to report.
3. City Engineer Mike Moore reported the Stampede overlay is complete. The bike path project has started. The SRF loan process is about finished and to be submitted. Additional paving work estimates came in higher than expected so are under review. Reworking Sheridan Street is to begin next week. Justin King received his CDL and was recommended for a $.50 raise effective September 2, 2018.  Roger Hespe moved, seconded Don Steveson to approve this request. Motion carried.
4. City Police Chief Jim Owens reported on the Hazard Waste Day collection of prescription drugs and suggested the amount taken was down from previous years.  Chief Owens reported the offer of employment to Tell Daniel Howson was declined.  Chief Owens recommended a conditional offer of employment to Kelly Morran, starting wages $19.54 per hour, one year probation, starting September 17, offer based on passing the physical and psychological exams.  Tom Voss moved, seconded Roger Hespe to approve this offer. Motion carried. Chief Owens then asked for approval of a conditional offer of employment to Casey Lehr who is Wyoming certified, $19.54 per hour to start, one year probation, starting date September 17, 2018, offer conditional on passing medical evaluation. Roger Hespe moved, seconded Tom Voss to approve this request. Motion carried. Chief Owens recommended a $.50 per raise for Officer Smellie for advancing from Basic Officer to the Advanced Level recognized by Post. Raise retroactive to August 19, 2018. Tom Voss moved, seconded Todd Quigley to approve this request.  Motion carried. Chief Owens noted Officer Keller resigned effective August 29, 2108.  
EXECUTIVE SESSION:  Todd Quigley moved, seconded Don Steveson to suspend the rules and go into executive session reference attorney/client privileged information at 7:30 p.m.  Motion carried.  Tom Voss moved, seconded Roger Hespe to return to regular session at 7:53 p.m.  Motion carried.  Police Chief Jim Owens recommended awarding bid for 2 police vehicles to Fremont Motors in the amount of $73, 508.00.  Roger Hespe moved, seconded Don Steveson to accept the bid from Fremont Motors for 2 vehicles in the amount of $73, 508.00.  Motion carried.  Don Steveson moved, seconded Tom Voss to pay the claims against the City dated September 4, 2018.  Tom Voss moved, seconded Roger Hespe to adjourn this meeting of the Newcastle City Council at 7:56 p.m.  Motion carried.  Meeting stands adjourned.
