MINUTES
MONDAY, DECEMBER 20, 2021
 
Mayor Pam Gualtieri called this regular meeting of the Newcastle City Council to order at 7:00 p.m.  Those present were Council members Ann McColley, Don Steveson, Daren Downs, Tyrel Owens, and Lance Miles.  Also present were Department Heads City Police Chief Samuel Keller, City Engineer Mike Moore, City and City Deputy Clerk/Treasurer Stacy Haggerty. City Attorney Mark Hughes was absent.
APPROVAL OF AGENDA:  Tyrel Owens moved, seconded Ann McColley to approve the agenda. Motion carried.
APPROVAL OF MINUTES: Tyrel Owens moved, seconded Daren Downs to approve the minutes of the regular meeting of Monday December 6, 2021.  Motion carried.
NOMINATIONS FOR RECOGNITION: Megan Piatkowski, for her new business Salty Dog Grooming
CERTIFICATES OF RECOGNITION: Megan Piatkowski, Salty Dog Grooming, certificate will be mailed.
CITIZEN’S BUSINESS—IN WRITING: 
Request for sewer forgiveness because of water leak, amount $47.34. Ann McColley moved, seconded Steveson. MOTION CARRIED.

DEPARTMENT HEAD REPORTS:
City Police Chief Samuel Keller reported on calls for service, calls year to date 5150 with 242 calls to this date in December. He stated that bids for construction will be open till Friday. Chief Keller also mentioned meeting with the Weston County Sherriff and Weston County Deputy Attorney in regards to the Dispatch Agreement, he hopes to have financial numbers by March, 2022.
Deputy City Clerk/Treasurer Stacy Haggerty: None 
City Attorney Mark Hughes: In City Attorney Mark Hughes absence Mayor Gualtieri read Ordinance No. 3 Series 2021 on 3rd reading. The heading reads: AN ORDINANCE AMENDING CHAPTER 17, OFFENSES – MISCELLANEOUS TO INCLUDE SECTION 17-13.3 AND PROVIDING FOR AN EFFECTIVE DATE, Section 17-3.3 to read, “Adjacent landowners to maintain adjacent publicly owned right-of-way. Don Steveson moved, seconded Ann McColley to pass Ordinance No. 3 Series 2021 on 3rd reading. Ordinance No. 3, series 2021 passed, adopted and approved December 20, 2021 signed by Mayor Pam Gualtieri.
City Engineer Mike Moore reported the City had been approved for a pathways grant and the next step would be to work on design. He is also working with DEQ on a permit for the Lagoon. Engineer Moore stated that there had been some issues with snow removal in the City Parking Lot on W. Main Street and is looking at ways to resolve these issues. Engineer Moore requested for the Council to consider hiring applicant Jeremy Deal at the rate of $15.50 per hour with one year probation, $0.50 increase after probationary period ends and acquiring CDL license. Don Steveson made a motion to hire Jeremy Deal at the rate of $15.50 per hour with one year probation, seconded Ann McColley. MOTION CARRIED.

Called to order: 7:37 p.m. Adjourned: 8:21 p.m. Council request letters be sent out to those requesting consideration for City Council Seats. No appointments at this time. Tyrel Owens motion to leave chair open until election, seconded Don Steveson.
CLAIMS AGAINST THE City: dated December 20, 2021.  Tyrel Owns moved, seconded Ann McColley to pay the claims against the City dated December 20, 2020.  MOTION CARRIED.  Daren Downs moved, seconded Tyrel Owens to adjourn this regular meeting of the Newcastle City Council at 8:22 p.m.  Meeting adjourned.
