PUBLIC NOTICE
 
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Procedural Rules and Regulations, notice is hereby given of the Application of Powder River Energy Corporation (PRECorp), for authority to revise its tariff regulating non-residential cold weather disconnects.
PRECorp is a public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.  
On December 7, 2018, PRECorp filed its Application requesting authority to revise its tariff regulating non-residential cold weather disconnects. 
PRECorp proposes changes to the its Rules and Regulations, specifically, to Section I - Original Sheet 1R - General Statement on Modification of Rules and Regulations of Service, and Section III – Original Sheets 9R, 11R-12R and 15R - Discontinuation of Service and Member Requests for Tests of Meter Accuracy.  PRECorp is proposing these changes in order to: i] bring its Rules and Regulations in Sections I and III into alignment with the Commission’s proposed Rule changes approved on November 20, 2018, in Docket No. 90000-137-XO-18, Record No. 15078; and, ii] better manage financial risks during the winter months.  Specifically, PRECorp proposes to disconnect non-residential customers during cold weather periods when there is no danger to the public health, safety or welfare.
This is not a complete description of the Application.  Interested persons may inspect the Application at any PRECorp Wyoming business office, or at the Commission’s offices in Cheyenne, Wyoming, during regular business hours.  The Application can also be viewed at www.precorp.coop.
Anyone desiring to file a public comment, statement, intervention petition, protest or request for a public hearing in this matter must so file with the Commission in writing on or before January 18, 2019.  Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding.
