Mayor Debra Piana called this regular meeting of the Newcastle City Council to order at 7:00 p.m.  Those present were Mayor Piana; Council members Roger Hespe, Don Steveson, Michael Alexander, Steve Ladwig, Tom Voss and Todd Quigley. Also present were Department Heads City Police Chief Jim Owens, City Engineer Mike Moore, City Attorney Jim Peck and City Clerk/Treasurer Greg James.
APPROVAL OF AGENDA: Tom Voss moved, seconded Steve Ladwig to approve the agenda for Monday, December 3, 2018 as amended, adding Tuff Streeter reference airport project and John Hawley request for sewer charge forgiveness.  Motion carried.
APPROVAL OF MINUTES: Steve Ladwig moved, seconded Michael Alexander to approve the minutes of the regular meeting of Monday November 19, 2018 as presented.  Motion carried.
NOMINATIONS FOR RECOGNITION: None
CERTIFICATES OF RECOGNITION:
1. Mailed to Ms. Tracy Wildermuth for her business Wilder Graphic Design & Signs.
2. Mailed to John Francis for the upgrades to his building.
CITIZEN’S BUSINESS—IN WRITING:
1. A twenty-four (24) hour catering permit was requested for Cap N Bottle to cater the Festival of Trees at the Newcastle Senior Center one day, Friday December 7, 2018 from 9:00 a.m. to Saturday December 8, 2018 at 9:00 a.m.  Don Steveson moved, seconded Steve Ladwig to approve this request.  Motion carried.
2. Approval of an electrical license for the remainder of 2018 and all of 2019 was requested. Electrical Contractor, Rick’s Electric, Master Electrician, Rick Phillips. All fees have been paid and proof of license, bond and insurance have been provided. Tom Voss moved, seconded Steve Ladwig to approve this license.  Motion carried.
3. CITIZEN’S BUSINESS-VERBAL:
1. Mr. Bruce Perkins was present to request extended hours for New Years. Hours from 12:00 noon on Monday December 31, 2018 to 12:00 noon on Tuesday, January 1, 2019.  Tom Voss moved, seconded Steve Ladwig to approve the request for the extended hours.  Motion carried.
2. Mr. Tuff Streeter and Ms. Laura Bourne were present to discuss a proposed project at the airport, extending a taxi-way and fence upgrades. The application is due end of December. Council approval is needed to go forward with the application. Project expected to start, if approved, in June or July 2019. Cost to the City is estimated to be Ten Thousand One Hundred-Sixty ($10,160.00) dollars. Roger Hespe moved, seconded Don Steveson to prepare a letter of support for this proposed project.  Motion carried.
MAYOR/COUNCIL REPORTS:
Mayor Piana reported that she and Councilman Steveson were working on a proposal/letter of interest to a firearms manufacturing company that is looking to move their business from Nevada to Wyoming. They are working with the Newcastle Area Chamber of Commerce and the Wyoming Business Council to get the letter of interest submitted by December 11 deadline.
DEPARTMENT HEAD REPORTS:
1. City Engineer Mike Moore reported he had a letter of interest for filling a position on the Tree Board. He had attended a meeting with the Solid Waste Disposal District where they were interviewing potential engineering firms. Mr. Moore reported the EPA has indicated there needs to be some modifications to our water tanks. Tina Sundstrom’s last day as building inspector is December 14, 2108.  New meter has been installed at Cactus Drive.
2. City Police Chief Jim Owens reported on calls for service in November.  He reported the new police vehicles were delivered and were in Colorado being outfitted. Chief Owens recommended hiring Hunter Vaughn as the temporary Community Service Officer beginning December 17, 2018 at a rate of $11.00 per hour. Tom Voss moved, seconded Don Steveson to approve this request.  Motion carried.  He will fill the position while Ms. Swentesky is on active military duty.  Chief Owens also reported Dispatcher Sheri Hilgenkamp has tendered her resignation effective December 22, 2018.  
3. City Attorney Jim Peck read Ordinance #1, Series 2019 on first reading.  The heading reads: AN ORDINANCE AMENDING SECTION 11 OF NEWCASTLE SUBDIVISION ORDINANCE NO. 13, SERIES 1967 TO INCREASE FILING FEE; AND PROVIDING FOR AN EFFECTIVE DATE. Don Steveson moved, seconded Michael Alexander to pass Ordinance #1, Series 2019 on first reading.  Motion carried.
4. City Clerk/Treasurer Greg James reported the audit went well with the auditors on site.

Claims against the City dated 3 December 2018.  Tom Voss moved, seconded Steve Ladwig to pay the claims against the City dated December 3, 2018. Motion carried.  Tom Voss moved, seconded Steve Ladwig to adjourn this regular meeting of the Newcastle City Council at  p.m.  Meeting adjourned.
