MONDAY, DECEMBER 2, 2019
Mayor Debra Piana called the regular meeting of the Newcastle City Council to order at 7:00 p.m. Those present were Mayor Piana; Council members Tom Voss, Don Steveson, Pam Gualtieri, Ann McColley, Michael Alexander and Roger Hespe. Also present were Department Heads City Police Chief Jim Owens, City Engineer Mike Moore, City Attorney Jim Peck and City Clerk/Treasurer Greg James.
APPROVAL OF AGENDA: Don Steveson moved, seconded Roger Hespe to approve the agenda for Monday, December 2, 2019 as presented. Motion carried.
APPROVAL OF MINUTES: Michael Alexander moved, seconded Ann McColley to approve the minutes of the regular meeting of Monday November 18, 2019 as presented.
Motion carried.

CITIZEN’S BUSINESS—VERBAL:
1. Councilwoman Pam Gualtieri reported the Lighted Christmas parade was postponed until Saturday, December 7, same times and venues. She also reported the annual Chamber of Commerce membership meeting will be held Tuesday December 3, 2019 at the Pizza Barn at 5:30 p.m. Because of other matters, the meeting has been rescheduled.
PUBLIC HEARING: as advertised at 7:30 p.m. to consider the new application for Restaurant Liquor License #4. Applicant GMRG, ACQ, LLC dba Pizza Hut 035930. The record reflects there were no public comments. Michael Alexander moved, seconded Tom Voss to approve this liquor license application. Motion carried.
MAYOR/COUNCIL REPORTS:
1. Mayor Piana read an invitation to Pinnacle Bank’s Festival of Trees, held Friday December 6, 2019 at 6:00 p.m. at the Senior Center.
DEPARTMENT HEAD REPORTS:
City Engineer Mike Moore reported on snow removal efforts. He will be in Cheyenne for a SLIB meeting on Thursday for the funding for the Boyd Avenue project. There will be a public hearing on Wednesday December 11, 2019 at noon in the Council room regarding the funding for the 2020 water improvement project, primarily for the Well #5 interconnect. Mr. Moore reported the Landfill District is moving forward with obtaining land for a new landfill. He also briefly reported on WYDOT working with the City to put WYOLINK equipment on City property near the orange water tank.
City Police Chief Jim Owens reported 309 calls for service in November 2019. Chief Owens requested a $.50 per hour raise for Brandon Vaughn for achieving his Bachelor’s degree. Tom Voss moved, seconded Pam Gualtieri to approve this request. Motion carried. Chief Owens then reported on a conversation with Ginger Fields to use the cat impound facility to deal with unwanted cats. They are working on a memorandum of understanding.
City Attorney Jim Peck reported he had contacted a title company to look into the ownership issues surrounding Axe Court. He noted in his conversations with WYDOT over the WYOLINK access they wished to determine if the City was amenable to allowing use and access and said they would be using an existing tower and not putting up a new one. Mr. Peck also thought we might work with WYDOT on an access issue. Consensus of the Council was to move forward with this.
City Clerk/Treasurer Greg James had no report other than the auditors had left and were working on a final draft of the audit.

OTHER CITY BUSINESS:
Councilman Tom Voss brought up the matter of the cardboard trailers and stated he was not in favor of discontinuing the use. The consensus was to keep the trailers in use but move them to a different location, possibly where they could be monitored. Mayor Piana said it didn’t seem wise to invest more money into this program.
CLAIMS AGAISNT THE CITY: Tom Voss moved, seconded Don Steveson to pay the claims against the City dated Monday December 2, 2019. Motion carried. Ann McColley moved, seconded Don Steveson to adjourn this regular meeting of the Newcastle City Council at 7:37 p.m. Meeting adjourned.
