MINUTES
MONDAY, DECEMBER 7, 2020
 
Council President Don Steveson called this regular meeting of the Newcastle City Council to order at 7:00 p.m. Those present were President Steveson; Council members Pam Gualtieri, Roger Hespe, Tom Voss, Michael Alexander and Ann McColley. Also present were Department Heads City Police Chief Sam Keller, City Engineer Mike Moore, City Attorney Michael Stulken and Clerk/Treasurer Greg James.
APPROVAL OF AGENDA: Ann McColley moved, seconded Roger Hespe to approve the agenda as amended, adding Sandra Martin reference Chamber of Commerce and Dr. Sara Thurgood reference ice skating rink. Motion carried.
APPROVAL OF MINUTES: Tom Voss moved, seconded Ann McColley to approve the minutes of the regular City Council meeting of Monday November 16, 2020 as presented. Motion carried.
NOMINATIONS FOR RECOGNITION:
Patty Cole and Something Healthy for their new windows and store front. Jason Bushong new owner of the Sundowner Motel. Mr. & Mrs. Don Taylor for purchasing Donna’s Main Street Diner
CERTIFICATES OF RECOGNITION:

CITIZEN’S BUSINESS—VERBAL:
Sandra Martin reference Chamber of Commerce matters, noting they don’t have Chamber Director at this time, and introduced a new Chamber Board member, Barbie Turner.  Sandra questioned the ownership of the building and who is responsible for repairs. Also ask for clarification reference selling bricks as a fund raising activity. This was okayed by consensus.
Sara Thurgood presented a plan of action to get an ice rink set up in Centennial Park. She discussed all of the work their group has put into this. After listening, City Engineer Mike Moore suggested this would be best put before the Parks Committee for further review before any action is taken.

DEPARTMENT HEAD REPORTS:
City Engineer Mike Moore reported there is a delay with the County Landfill District obtaining the land for the new landfill, but should have that resolved soon. He also said he was working on a grant to replace the restroom in Dow Park. The fund match comes from accumulated Wyoming Community Gas amounts. 
City Attorney Michael Stulken briefly discussed the contract for new dispatch equipment.
City Police Chief Sam Keller reported calls for service, 4704 YTD and 106 for December so far. Chief Keller requested a $.50 per hour raise for Haley Barker for achieving her Dispatcher’s Certification, retroactive to October 29, 2020.   Michael Alexander moved, seconded Ann McColley to approve this request. Motion carried.
City Clerk/Treasurer Greg James noted he had sent in a request to SLIB for CARES Act wage replacement in the amount of $38,474.  Per direction from the Council the City Office will remain closed for a further period of time. Mr. James reported it looks like the Legislature will not meet until April for budget work and that may affect the City’s budget process. It also appears the Legislature is going to continue cutting funds to balance the State’s budget.

EXECUTIVE SESSION: reference land acquisition.  Roger Hespe moved, seconded Pam Gualtieri to suspend the rules and go into executive session at 7:57 p.m. Motion carried. Roger Hespe moved, seconded Ann McColley to return to regular session at 8:17 p.m. Motion carried.
CLAIMS AGAINST THE CITY: Tom Voss moved, seconded Roger Hespe to pay the claims against the City dated December 7, 2020.  Motion carried.  Ann McColley moved, seconded Michael Alexander to adjourn this regular meeting of the Newcastle City Council at 8:18 p.m. Meeting adjourned.
