NOTICE IS HEREBY GIVEN that the City of Newcastle, Wyoming will receive sealed bids for the purchase of the following property: Twenty-Five (25) Scott Air-pak X3 Pro SCBA (air packs) with snap change cylinder connection, 4.5, standard harness with parachute buckles, standard belt with No Escape rope, Regulator with EZ flo regulator with quick connect hose (Rectus fittings), Universal EBSS Accessory hose, no airline connection, no spare harness kit, Pak-Tracker, Twenty-five (25) Snap-Change Cylinders, carbon-wrapped with 30-year warranty, pressure 4500, 30 minutes (at 40 lpm), Seventy (70) valves ASSY 4.5 PSI, Two (2) AV-3000 HT (S) KVLR masks, Thirty-two (32) AV-3000 HT (M) KVLR masks, Six (6) AV-3000 HT (L) KVLR masks.  Packs need to have a quarter turn regulator connection, vibralert for low air alarm versus a bell so all air is breathable, Redundant pressure reducer, aluminum back frame, snap connection and a lifetime warranty for pack and cylinders for original purchaser (“Bid Property”). The winner of the bid must install 70 valves on existing air paks.
Specifications, bid-forms (if any) and related bid requirements for interested bidders are available at the City of Newcastle Administration Office located at 10 W. Warwick, Newcastle, Wyoming 82701, telephone number (307) 746-3535.
Each bid must be delivered to the Newcastle City Clerk at the City of Newcastle Administration Office located at 10 W. Warwick, Newcastle, Wyoming 82701 on or before 5:00 p.m. local time on the 7th day of October, 2019 to be considered.  All bids will be opened and publicly read on the 7th day of October, 2019 at the hour of 7:15 p.m. local time by the Governing Body of the City in the City Council Chambers located at 10 W. Warwick, Newcastle, Wyoming.  The successful bidder, if any, shall be announced by the City at such time as the Governing Body of the City may determine appropriate, but no later than thirty (30) days from the date of bid opening.  The City reserves the right to waive any informality or minor irregularity in any bid.  The City reserves the right to reject any or all bids submitted if it is determined that none of them would serve the public interest.  
Each bid must be submitted in compliance with Wyoming Statute Section 15-1-113 to be considered.   Each bid submitted must be accompanied by a bid bond, or if the bid is $150,000.00 or less by a certified check, money order or cashier’s check, in an amount not less than the 5% of the total amount of bid, with sufficient surety and payable to the City.  The bid bond, certified check, money order or cashier’s check of the successful bidder shall be forfeited to the City as liquidated damages if the successful bidder fails to enter into a purchase contract with the City within 30 days following presentation of the contract (if applicable), or fails to make delivery of the Bid Property within the time specified for delivery, and/or fails to fully comply with any other contractual agreements with the City relating to this bid.
Each bid must be delivered in a sealed envelope clearly marked “Bid For Scott Air Paks”.  Each bid must state the date upon which delivery will be made if the bid is accepted.
In accordance with Wyoming Statute Sections 16-6-101 through 16-6-107, preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state.
