PUBLIC NOTICE
 
Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, the Commission hereby gives notice of the Application of Black Hills Power Inc. d/b/a Black Hills Energy (BHP) for approval to implement a Renewable Ready Service Tariff, as more fully described below.
 
BHP is public utility as defined in Wyo. Stat. § 37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. § 37-2-112.  
 
On August 15, 2019, BHP filed its Application requesting authority to implement a tariff available to commercial retail customers with an aggregate usage of 300,000 kWh or more per year and governmental accounts wishing to purchase renewable energy.  According to the Company, the proposed tariff was developed using input from stakeholders, including customers, and is designed to provide renewable energy to its commercial customers with minimal impact to non-subscribing customers.  The Corriedale Project will be the source of the renewable energy used to serve renewable ready subscribers.  
 
Customers subscribing to service under the Renewable Ready Service Tariff must enter into a Renewable Ready Subscriber Agreement designating the desired kWh of renewable energy not to exceed 100% of the customer’s current usage during the previous 12 months.  Under the Renewable Ready Service Tariff, subscribers will continue to pay their assigned rate schedule charges.  The subscribers will pay an additional Renewable Ready Charge and receive a Renewable Ready Credit.  The Charge and Credit are based on the subscriber’s Renewable Ready Energy as follows:
 
Renewable Ready Charge Rate:
The Renewable Ready Charge Rate is based on the duration of the initial Subscriber
Agreement term:
• Five to nine-year subscription: $0.028 per kWh
• Ten to fourteen-year subscription: $0.026 per kWh
• Fifteen to twenty-five year subscription: $0.024 per kWh
 
Renewable Ready Charge:
The Renewable Ready Charge is calculated monthly by applying the Renewable Ready Charge Rate to the customer’s monthly Renewable Ready Energy:
Renewable Ready Charge = Renewable Ready Charge Rate x Renewable Ready Energy.
 
Renewable Ready Credit Rate:
The Renewable Ready Credit Rate will be adjusted annually on June 1 of each year to equate to Black Hills Power’s South Dakota Approved Base Fuel and Purchased Power Costs plus the South Dakota Fuel and Purchased Power Adjustment.  The Renewable Ready Credit Rate utilizing the current South Dakota rates would be $0.02346
 
Renewable Ready Credit:
The Renewable Ready Credit is calculated monthly by applying the Renewable Ready Credit Rate to the customer’s monthly Renewable Ready Energy:
Renewable Ready Credit = Renewable Ready Credit Rate x Renewable Ready Energy.
