CITY COUNCIL CHAMBERS
MINUTES
MONDAY, APRIL 1, 2019
Council President Don Steveson called this regular meeting of the Newcastle City Council to order at 7:00 p.m. Those present were Council President Steveson; Council members Todd Quigley, Pam Gualtieri, Ann McColley and Roger Hespe. Mayor Piana and Councilman Alexander were absent. Also present were Department Heads City Police Chief Jim Owens, City Engineer Mike Moore, City Attorney Jim Peck and City Clerk/Treasurer Greg James.
APPROVAL OF AGENDA: Roger Hespe moved, seconded Pam Gualtieri to approve the agenda as amended, adding summer sewer averaging request from the Anna Miller Museum and approval of a plumbing license from Tyler’s Plumbing. Motion carried.
APPROVAL OF MINUTES: Roger Hespe moved, seconded Ann McColley to approve the minutes of the regular meeting of Monday March 18, 2019 as presented. Motion carried.
NOMINATIONS FOR RECOGNITION:
1. Mr. & Mrs. Barry Bergantz, Hilltop Motel for the remodeling and upgrades to their motel.
2. Mr. Roger Hespe, Newcastle Ambulance Service, for the addition and upgrades to the ambulance service building.

CITIZEN’S BUSINESS—IN WRITING:
1. Cyna Whitford requested sewer forgiveness in the amount of $37.35. This is for a water leak where the water did not go down the sewer. Ann McColley moved, seconded Roger Hespe to approve this adjustment. Motion carried.
2. A request for summer sewer averaging was received from the Weston County Museum District, Anna Miller Museum for the summer of 2019. Ann McColley moved, seconded Roger Hespe to approve this request. Motion carried.
3. A request for approval of a plumbing contractor’s license was received from Tyler’s Plumbing in Douglas for 2019; Plumbing Contractor, Tyler Plumbing; Master Plumber Matthew Tyler; Apprentice Plumbers, Gram Humphrey and Allen Johnson. All fees have been paid and proof of license, bond and insurance have been provided. Todd Quigley moved, seconded Pam Gualtieri to approve this license as presented. Motion carried.
CITIZEN’S BUSINESS—VERBAL:
1. Tasha Townsend was present to discuss the Festival in the Park. She requested permission to use the north end of Dow Park for the Fall Festival on September 21, 2019. Permission was granted.
2. Martha Bickford was present to discuss the Madness on Main event which will be held Saturday August 31, 2019. Martha requested a suspension of the open container ordinance for the dance from 5:00 p.m. to 10:00 p.m., on Main Street from Sumner to Seneca, not inclusive of those streets. Ann McColley moved, seconded Roger Hespe to approve this request. Motion carried.
MAYOR/COUNCIL REPORTS: None
DEPARTMENT HEAD REPORTS:
1. City Engineer Mike Moore reported he would be attending the SLIB Board meeting to answer questions regarding the City’s application for an SRF loan for radio read water meters. There is a problem with our sewer lagoon overflowing because of all the moisture received from last year and the snow this winter. Mike presented the plat for the re-subdivision of Lanny Reimer’s property. This has been approved by the Newcastle Planning & Zoning Board. Roger Hespe moved, seconded Ann McColley to approve the Original Addition Re-Subdivision, the re-subdivision of Lots 7 and 8, Block 3 Original addition, Newcastle, Weston County, Wyoming. Motion carried. Travis Peterson, Newcastle Arborist, gave a presentation on Bio-Char, a method of reducing compostable waste to a usable product. The trial was very successful and saved the City considerable money compared to grinding the material.
2. City Police Chief Jim Owens reported on calls for service year-to-date, 984. Chief Owens reported Deb Mills had resigned as dispatcher effective April 9, 2019. Roger Hespe moved, seconded Todd Quigley to accept the resignation and declare the position open and allow Chief Owens to begin search for another person. Motion carried. Chief Owens reported Officer Kellie Moran had achieved permanent Basic Level and recommended a $.50 per hour for this achievement. Pam Gualtieri moved, seconded Roger Hespe to approve this raise. Motion carried. Chief Owens reported they were waiting for a proposal from Golden West to handle the IT maintenance for the Police Department.
3. City Attorney Jim Peck reported the draft agreement with the Wyoming Game & Fish for the vault toilet at the Black Elk Pond has been completed and will be forwarded to them for their signatures.
4. City Clerk/Treasurer Greg James noted the budget process for 2019-2020 is underway and most of the service organizations had submitted their requests. City budget meeting is scheduled for April 22, 2019 at 5:00 p.m.

Todd Quigley moved, seconded Pam Gualtieri to pay the claims against the City dated April 1, 2019. Motion carried. Roger Hespe moved, seconded Ann McColley to adjourn this regular meeting of the Newcastle City Council at 8:05 p.m. Meeting adjourned.
