CITY COUNCIL CHAMBERS
MINUTES
MONDAY, MARCH 18, 2019
 
Mayor Debra Piana called this regular meeting of the Newcastle City Council to order at 7:00 p.m.  Those present were Mayor Piana; Council persons Don Steveson, Todd Quigley, Pam Gualtieri, Ann McColley, Michael Alexander and Roger Hespe. Also present were Department Heads City Police Chief Jim Owens, City Engineer Mike Moore, City Attorney Jim Peck and City Clerk/Treasurer Greg James.
APPROVAL OF AGENDA:  Michael Alexander moved, seconded Roger Hespe to approve the agenda for Monday March 18, 2019 as amended, adding Bev Lliteras reference quilt shop hop and Wyoming Quilt Trail.  Motion carried.
APPROVAL OF MINUTES:  Ann McColley moved, seconded Roger Hespe to approve the minutes of the Monday, March 4, 2019 meeting as presented.  Motion carried.
NOMINATIONS FOR RECOGNITION: None
CERTIFICATES OF RECOGNITION: 
1. Katrina Tysdal and Matt Fuhr were present to receive the certificate for Wyoming Physical Therapy for establishing their business in Newcastle.
CITIZEN’S BUSINESS—IN WRITING:
1. Mayor Piana read the proclamation for Public Safety Telecommunications Week, April 14th through April 20, 2019.  
CITIZEN’S BUSINESS—VERBAL: 
1. Mr. Rick Dunford was present to inform the Council about activities at the Newcastle Country Club.  He noted the course is in good condition, reminded everyone that it is a community course, not private, they were pleased to participate in creating the Black Elk Fishing Pond, they had hosted several tournaments and the 2A high school golf tournament.
2. Bev Lliteras was present to discuss with the Council the quilt shop hop of which she is a participant, one of nine area shops included.  She also displayed and discussed painted panels representing the Wyoming Quilting Trail and encouraged the Council to advertise and participate in this project.
MAYOR/COUNCIL REPORTS: None
DEPARTMENT HEAD REPORTS:
1. City Police Chief Jim Owens reported Officer Smellie had achieved the Professional Level certification and recommended a $.50 per hour raise for that achievement. Roger Hespe moved, seconded Pam Gualtieri to approve this request.  Motion carried.
2. City Attorney Jim Peck reported he had received a draft agreement reference placing a vault toilet at the Black Elk Fishing Pond. He said there needed some adjustment and asked the Council if 30 days to clean the facility after notification was acceptable. The consensus of the Council was that five (5) days was sufficient after notification.
3. City Clerk/Treasurer Greg James read a brief report from Community Recreation Director Jessica Bettorf.
4. City Engineer Mike Moore report on ice removal and beginning street sweeping. The pre-construction meeting with RT Communications will be held April 4, 2019. Charter Communications will be doing a similar project in town this summer. Wyoming DEQ will be in town with a contractor to determine how to best handle the buried fuel tank. The Tree Board has applied for and received a grant to plant trees. There was some communication between Union Telephone and WYOLINK regarding placing an antenna on Union’s tower. The agreement will need to be researched to see if placement is allowed.
STANDING COMMITTEE REPORTS:  After review of the draft establishing the limit on wages raises and the acceptable activities for a raise, Michael Alexander moved, seconded Ann McColley to approve the policy as presented.  Motion carried.
OTHER BUSINESS: None
CLAIMS AGAINST THE CITY: Dated March 18, 2019.  Todd Quigley moved, seconded Roger Hespe to pay the claims against the City dated March 18, 2019.  Motion carried.  Ann McColley moved, seconded Michael Alexander to adjourn this regular meeting of the Newcastle City Council at 7:57 p.m.  Meeting adjourned.
