CITY COUNCIL CHAMBERS
MINUTES
MONDAY, MARCH 4, 2019
Mayor Debra Piana called this regular meeting of the Newcastle City Council to order at 7:00 p.m. Those present were Mayor Piana; Council members Pam Gualtieri, Ann McColley, Michael Alexander and Roger Hespe. Also present were Department Heads City Police Chief Jim Owens, City Engineer Mike Moore, City Attorney Jim Peck and City Clerk/Treasurer Greg James. Councilman Don Steveson and Todd Quigley were absent.
APPROVAL OF AGENDA: Roger Hespe moved, seconded Ann McColley to approve the agenda for Monday March 4, 2019 as presented. Motion carried.
APPROVAL OF MINUTES: Ann McColley moved, seconded Pam Gualtieri to approve the minutes for the regular meeting of Tuesday, February 19, 2019 as presented. Motion carried.
NOMINATIONS FOR RECOGNITION: Physical Therapy of Wyoming for establishing their business in Newcastle.

CITIZEN’S BUSINESS—IN WRITING: None
CITIZEN’S BUSINESS—VERBAL: None
PUBLIC HEARING: as advertised at 7:15 p.m. to take public comments on the proposed project, Newcastle Radio Read Meters. The record reflects there were no public comments. Returned to regular meeting at 7:17 p.m.
MAYOR/COUNCIL REPORTS:
1. Mayor Piana gave a brief report on the WAM Winter Workshop, stating the networking with other Mayors and Council members was positive. Mayor Piana also requested two Committee meetings be set, one Streets/Alleys/Buildings to consider use of the space vacated by the Circuit Court and one Personnel/Finance to consider the proposal from the Chamber of Commerce to merge with the City. No date or times set yet.
2. Roger Hespe requested an update on the Personnel Committee recommendation on pay raises for City employees.
DEPARTMENT HEAD REPORTS:
1. City Attorney Jim Peck had no report.
2. City Clerk/Treasurer Greg James had no report.
3. City Engineer Mike Moore reported on working with the consultant for Well #5, work projected to begin in 2020. He also noted the snow removal efforts and having to manage water breaks and sewer back-ups. Mr. Moore noted performance evaluations for Sean Goodart, moved to the shop mechanic a year ago, noting excellent work and recommended a $1.00 per hour raise as had been discussed previously. After discussion, Michael Alexander moved, seconded Pam Gualtieri to approve this raise effective March 4, 2019. Motion carried. The performance review for Greg Stumpff was noted, doing very well in his new position.
4. City Police Chief Jim Owens reported on calls for service year to date and for February. Chief Owens recommended a provisional offer of employment to Jane Woods as a dispatcher, starting wage $13.77 per hour, start date April 1, 2019 conditional on passing the necessary exams. Roger Hespe moved, seconded Pam Gualtieri. Motion carried.
STANDING COMMITTEE REPORTS:
1. Michael Alexander reported on the Parks/Recreation Committee meeting with Seth Roseberry from Wyoming Game & Fish reference installing a vault type toilet at the Black Elk Fishing Pond. After discussion and consideration, Roger Hespe moved, seconded Pam Gualtieri, to approve a waiver of the ordinance prohibiting this type of facility under the special circumstances to work with another governmental agency. Also to create a memorandum of understanding regarding a building permit, routine maintenance, and potential removal if not maintained. Motion carried.
OTHER BUSINESS: None
Michael Alexander moved, seconded Ann McColley to pay the claims against the City dated March 4, 2019. Motion carried. Roger Hespe moved, seconded Michael Alexander to adjourn this regular meeting of the Newcastle City Council at 7:36 p.m. Meeting adjourned.
