CITY COUNCIL CHAMBERS
MINUTES
tuesDAY, February 19, 2019
Mayor Debra Piana called this regular meeting of the Newcastle City Council to order at 7:00 p.m. Those present were: Mayor Piana; Council members Don Steveson, Todd Quigley, Pam Gualtieri, Ann McColley and Michael Alexander. Roger Hespe was absent. Also present were Department Heads City Police Chief Jim Owens, City Engineer Mike Moore, and City Clerk/Treasurer Greg James. City Attorney Jim Peck was absent.
APPROVAL OF AGENDA: Don Steveson moved, seconded Todd Quigley to approve the agenda as amended for Tuesday, February 19, 2019 adding Ms. Holly Borton and Mr. Todd Martin for the Newcastle Area Chamber of Commerce, two resolutions for potential water improvement grants and a request from Lt. Dean Emmert reference use of the City Council room. Motion carried.
APPROVAL OF MINUTES: Michael Alexander moved, seconded Ann McColley to approve the minutes of the regular meeting of Monday, February 4, 2019 as presented. Motion carried. Ann McColley moved, seconded Todd Quigley to approve the minutes of the Executive Session of Monday, February 4, 2019 as presented. Motion carried.
NOMINATIONS FOR RECOGNITION: None
CERTIFICATES OF RECOGNITION:
1. Brenna Crawford was present to receive a certificate of recognition for their new ownership of Modern Cleaners.
2. Zach and Lauren Pickle were present to receive a certificate of recognition for their new management of Frontier Home Ranch & Hardware. They also accepted the certificate for Thane and Keri Ashenhurst as the new owners of Frontier Home Ranch & hardware.
CITIZEN’S BUSINESS—IN WRITING:
1.Mayor Piana read Resolution #2, Series 2019. The heading reads: A RESOLUTION AUTHORIZING THE MAINTENANCE OF HIGHWAY 16 THROUGH NEWCASTLE IN ACCORDANCE WITH W.S. 24-2-111. SPECIFICALLY MAIN STREET FROM HIGHWAY 16 BYPASS WEST TO SOUTH SUMMIT THEN SOUTH SUMMIT TO HIGHWAY 16 BYPASS EAST. Ann McColley moved, seconded Pam Gualtieri to approve Resolution #2, Series 2019. Motion carried.
2. Mayor Piana read Resolution #3, Series 2019. The heading reads: A RESOLUTION AUTHORIZING SUBMISSION OF A FEDERAL MINERAL ROYALTY CAPITAL CONSTRUCTION ACCOUNT GRANT APPLICATION TO THE STATE LOAN AND INVESTMENT BOARD ON BEHALF OF THE GOVERNING BODY FOR THE CITY OF NEWCASTLE FOR THE PURPOSE OF CONSTRUCTING A NEW WATER LINE FROM ASH STREET TO AND ALONG BOYD AVE. Todd Quigley moved, seconded Pam Gualtieri to approve Resolution #3, Series 2019. Motion carried.
3. Mayor Piana read Resolution #4, Series 2019. The heading reads: A RESOLUTION AUTHORIZING SUBMISSION OF A FEDERAL MINERAL ROYALTY CAPITAL CONSTRUCTION GRANT APPLICATION TO THE STATE LOAN AND INVESTMENT BOARD ON BEHALF OF THE GOVERNING BODY FOR THE CITY OF NEWCASTLE FOR THE PURPOSE OF RECONSTRUCT THE STREET AND OVERLAY BOYD AVENUE. Michael Alexander moved, seconded Ann McColley to approve Resolution #4 Series 2019. Motion carried.
4. Mayor Piana read a letter of request from Lt. Dean Emmert, Weston County Detention Facility Administrator requesting use of the City Council Chambers for a temporary emergency shelter in case the jail facility had to be evacuated. Mr. Emmert requested a key for the outside door. After discussion, Todd Quigley moved, seconded Pam Gualtieri to approve the request but asked that the key be kept secure in the Dispatch Center. Motion carried.
CITIZEN’S BUSINESS—VERBAL:
1. Ms. Holly Borton, Chamber of Commerce Director and Mr. Todd Martin, Chamber of Commerce Board President were present to discuss and present materials concerning a potential merger between the City of Newcastle, Weston County and the Newcastle Area Chamber of Commerce. Several reasons were expressed about why this would be a good thing for the community. No action was taken and the matter was taken under advisement.
PUBLIC HEARING: as advertised at 7:30 to consider renewal of the following liquor licenses for 2019—2020.

Ann McColley moved, seconded Michael Alexander to approve the liquor licenses as presented for the April 1, 2019 to March 31, 2020 license year. Motion carried.
MAYOR/COUNCIL REPORTS: None
DEPARTMENT HEAD REPORTS:
1. City Clerk/Treasurer Greg James had no report.
2. City Engineer Mike Moore asked to set a Committee meeting for discussion of a restroom facility at the Black Elk Fishing Pond. Wyoming Fish and Game representative will attend. Meeting set for Monday, March 4, 2019 at 6:00 p.m.
3. City Police Chief Jim Owens reported on call for service year to date and for the month so far.
4. City Attorney Jim Peck was absent tonight and left no report.
