CITY COUNCIL CHAMBERS
MINUTES
monDAY, February 4, 2019
 
Mayor Debra Piana called this regular meeting of the Newcastle City Council to order at 7:00 p.m.  Those present were Mayor Piana; Council members Don Steveson, Todd Quigley, Pam Gualtieri, Ann McColley, Michael Alexander and Roger Hespe.  Also present were Department Heads City Police Chief Jim Owens, City Engineer Mike Moore, City Attorney Jim Peck and City Clerk/Treasurer Greg James.
APPROVAL OF AGENDA:  Don Steveson moved, seconded Todd Quigley to approve the agenda for Monday, February 4, 2019 as presented. Motion carried.
APPROVAL OF MINUTES:  Roger Hespe moved, seconded Michael Alexander to approve the minutes of the regular meeting of Tuesday, January 22, 2019 as presented. Motion carried. 
NOMINATIONS FOR RECOGNITION:
1. Shane and Brenna Crawford for their new business, Crawford’s Modern Cleaners. 
2. Thane and Keri Ashenhurst for their new ownership of Frontier Home Ranch & Hardware
3. Zach and Lauren Pickle for their new management of Frontier Home Ranch & Hardware.

CITIZEN’S BUSINESS—IN WRITING: None
CITIZEN’S BUSINESS—VERBAL:
1. Newcastle Volunteer Fire Department presented their slate of officers for 2019. Robert Munger Fire Chief, Austin Baker Assistant Chief, Treasurer Mark Christiansen, and Brian Whipple Secretary. Roger Hespe moved, seconded Michael Alexander to approve the new officers for 2019. Motion carried.
MAYOR/COUNCIL REPORTS: None
DEPARTMENT HEAD REPORTS: 
1. City Engineer Mike Moore presented Resolution #1, Series 2019, a resolution for a pre-application for an SFR loan for a radio read meter system.  Michael Alexander moved, seconded Ann McColley to pass Resolution #1, Series 2019. Motion carried. Mr. Moore then noted he has been in communication with RT Communication over their fiber optics project for this year.
2. City Police Chief Jim Owens reported on calls for service for January 2019. The new vehicles will be ready on Friday. Sergeant Hillhouse was involved in a pursuit that resulted in a multi-state forgery investigation.
3. City Attorney Jim Peck noted there will be a Planning & Zoning meeting on Thursday, and municipal court on Friday.
4. City Clerk/Treasurer Greg James requested approval to name First State Bank of Newcastle as a depository of public funds. Roger Hespe moved, seconded Ann McColley to approve this request. Motion carried. Mr. James distributed budget notes, revenue and expenditures for this fiscal year so far.  Things are going well.  Mr. James reminded the Council that the second meeting in February will be Tuesday, February 19, 2019.  
STANDING COMMITTEE REPORTS: None
OTHER BUSINESS: Pam Gualtieri noted the Chamber banquet scheduled for Friday, February 8, 2019 has been postponed.  
Roger Hespe moved, seconded Todd Quigley to suspend the rules and go into an executive session reference personnel at 7:24 p.m.  Motion carried. Todd Quigley moved, seconded Ann McColley to return to regular session at 7:50 p.m. Motion carried. Mr. James was directed to contact Weston County School District #1 to set a meeting regarding the shared Community Recreation Director position.  Ann McColley moved, seconded Pam Gualtieri to pay the claims against the City dated February 4, 2019. Motion carried. Todd Quigley moved, seconded Don Steveson to adjourn this meeting of the Newcastle City Council at 7:51 p.m.  Meeting adjourned.
