CITY COUNCIL CHAMBERS
MINUTES
MONDAY, FEBRUARY 3, 2020
Mayor Debra Piana called this regular meeting of the Newcastle City Council to order at 7:00 p.m. Those present were Mayor Piana: Council members Tom Voss, Don Steveson, Pam Gualtieri and Ann McColley. Roger Hespe and Michael Alexander were absent. Also present were Department Heads City Police Chief Jim Owens, City Engineer Mike Moore, City Attorney Jim Peck and City Clerk/Treasurer Greg James.
APPROVAL OF AGENDA: Tom Voss moved, seconded Ann McColley to approve the agenda as presented. Motion carried.
APPROVAL OF MINUTES: Tom Voss moved, seconded Don Steveson to approve the minutes of the regular meeting of Tuesday, January 21, 2020 as presented. Motion carried.

CITIZEN’S BUSINESS—IN WRITING:
Approval of Electrical Contractor’s License. Pittman Electric, LLC electrical contractor, Master Electrician, Gary D. Pittman, Jr.; Journeyman Electrician, Richard Schutt; Apprentice Electrician, Justin Baldridge. All fees have been paid, proof of State license and proof of bond and insurance have been provided. Ann McColley moved, seconded Don Steveson to approve this license. Motion carried.
CITIZEN’S BUSINESS—VERBAL:
Linda Hunt was present to discuss the Stampede Street historical project. She explained the project and the historical nature of the street and how it was named. Linda indicated all funding was in place and she was waiting for good weather to start the
construction.
Ed Kiesling was present to discuss matters he related to safety concerns such as some phones not working when power was out, issues with improper connection of electrical service lines, unabated weeds and so forth.
MAYOR/COUNCIL REPORTS: None
DEPARTMENT HEAD REPORTS:
City Engineer Mike Moore reported on current projects under building inspection, Boyd Street Water Line, Well #5 interconnect, landfill #2 closure and a new method of street repair to be tried later this spring. He also noted that next summer’s work would be the last for RT Communication’s construction work. Mr. Moore noted Justin King achieved his Level 1 Water Operator certification and requested a $.50 per hour raise. Tom Voss moved, seconded Ann McColley, to approve this raise. Motion carried.
City Police Chief Jim Owens reported on calls for service in January, 337. He reported a good meeting with Niobrara County Officials in getting the E-911 calls from Mule Creek Junction routed correctly which would be to Niobrara County rather than to our dispatch. Until that is achieved, we will continue to handle the calls.
City Attorney Jim Peck noted continued work with WYDOT on water tank access and the Axe Court ownership matters. Mr. Peck sent a note to all Council members regarding the 1% optional sales tax.
City Clerk/Treasurer Greg James brought for consideration Resolution No. 3, Series 2020. The heading reads: A RESOLUTION AUTHORIZING THE MAINTENANCE OF HIGHWAY 16 THROUGH NEWCASTLE IN ACCORDANCE WITH W.S. 24-2-111. SPECIFICALLY MAIN STREET FROM HIGHWAY 16 BYPASS WEST TO SOUTH SUMMIT THEN SOUTH SUMMIT TO HIGHWAY 16 BYPASS EAST. Ann McColley moved, seconded Don Steveson to pass this resolution. Motion carried. Mr. James noted the next Council meeting will be Tuesday, February 18 because of President’s Day Holiday on Monday the 17th. Mr. James handed out a note reference the 1% optional tax funds.
STANDING COMMITTEE REPORTS: None
OTHER CITY BUSINESS: A Parks Committee meeting was set for Monday, February 10, 2020 at 4:15 p.m. to consider the Veteran’s Memorial. A Building Committee meeting was scheduled for Wednesday, February 5, 2020 at 4:15 p.m. to consider building rental options.
CLAIMS AGAINST THE CITY: Tom Voss moved, seconded Don Steveson to pay the claims against the City dated February 3, 2020. Motion carried. Tom Voss moved, seconded Ann McColley to adjourn this regular meeting of the Newcastle City Council at 8:03 p.m. Meeting adjourned.
