CITY COUNCIL CHAMBERS
MINUTES
MONDAY, FEBRUARY 1, 2021
 
Mayor Pam Gualtieri called this regular meeting of the Newcastle City Council to order at 7:00 p.m.  Those present were Mayor Gualtieri; Council members Don Steveson, Tyrel Owens, Daren Downs, Michael Alexander and Ann McColley. Also present were Department Heads City Attorney Micheal Stulken, City Police Chief Sam Keller, City Engineer Mike Moore and City Clerk/Treasurer Greg James. 
APPROVAL OF AGENDA: Ann McColley moved, seconded Michael Alexander to approve the agenda as presented. Motion carried.
APPROVAL OF MINUTES: Don Steveson moved, seconded Tyrel Owens to approve the minutes of the regular meeting of Tuesday January 19, 2021. Motion carried.
NOMINATIONS FOR RECOGNITION:
Roger Hespe for 20 years of ambulance service to our community
CERTIFICATES OF RECOGNITION:
Mrs. Ruth Taylor, Cambria Discount Drug for her new business in town. Certificate will be mailed.
CITIZEN’S BUSINESS—IN WRITING: 
Designating an official newspaper for legal publications. Michael Alexander moved, seconded Don Steveson to designate the News Letter Journal as the official newspaper for publications for the City of Newcastle.

MAYOR/COUNCIL REPORTS: none
DEPARTMENT HEAD REPORTS:
City Engineer Mike Moore reported he had spoken with Dr. Franklin regarding receiving City water service. He was told he must annex to receive City water. Dr. Franklin will consider the matter. Mr. Moore is still reviewing possible easement issues. Mr. Moore is talking with a consultant regarding upgrades to the lift station, sewer along Duff Avenue, and a possible headworks at the lagoon to trap garbage. Mr. Moore also noted he has had some correspondence regarding TriHydro’s recommendations for landfill #1 remediation.
City Attorney Michael Stulken reported he is working on a memorandum of understanding between the City and the Ice Association. He also mentioned it is a good idea to have an MOU with the organizations that use City facilities
City Police Chief Sam Keller noted 344 calls for service in January. We should have our CSO back this month. The two new officers are working on-line academy and will be going to the Academy next week.
City Clerk/Treasurer Greg James noted the next Council meeting will be Tuesday, February 16 because of President’s Day Holiday. Legislature has made budget cuts to the Direct Distribution funds, may affect the City as much as a $120,000.00 shortfall next year. The meet-the-candidates for the vacant Council seat has been set for Monday, February 22, 2021 starting at 6:00 p.m.

CLAIMS AGAINST THE CITY: Don Steveson moved, seconded Ann McColley to pay the claims against the City dated February 1, 2021. Motion carried.
ADJOURNMENT: Michael Alexander moved, seconded Ann McColley to adjourn this regular meeting of the Newcastle at 7:27 p.m. Meeting adjourned.
