Application of Powder River Energy Corporation Public Notice

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Powder River Energy Corporation (PRECorp) for approval of a coincident peak management pilot rate rider, as more fully described below.

1. PRECorp is a non-profit cooperative electric utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112. PRECorp is a member of the Members 1st Power Cooperative which is a member of Basin Electric Power Cooperative (Basin) through which PRECorp purchases all power requirements. PRECorp is authorized to generate, manufacture, purchase, acquire, transmit, and dispose of electric energy in its service territory.

2. On December 29, 2025, PRECorp filed an Application requesting approval of a new Schedule CP-PILOT, Coincident Peak Management Pilot Rate Rider (CP-PILOT), and an associated pilot rate tariff for participating members. PRECorp has determined that a formal pilot rate, as opposed to individual special service agreements, is the appropriate mechanism for offering coincident peak management incentives to eligible members. PRECorp is requesting the Commission approve CP-PILOT with an interim basis effective for usage on and after February 1, 2026, with the approved rates lasting through December 31, 2028.

3. The CP-PILOT is designed to pass through the benefits of Basin Electric Power Cooperative’s Interruptible Rate to eligible members with controllable loads. By enabling participating members to receive credits reflecting their contribution to system peak demand reduction, this program promotes load growth within the Cooperative’s service territory while lowering costs to participating members. Members with flexible, curtailable loads can reduce their effective cost of service and promote system reliability.
