Caroline Scoutt, 66, of Newcastle, was arrested by Wyoming Department of Criminal Investigation and the Weston County Sheriff’s Office at her home, 1074 Old Highway 85, on Dec. 13. A preliminary hearing is set for Feb. 28.
Scoutt has been charged with two counts of obtaining property under false pretenses with intent to defraud the person and one count of engaging in the practice of professional counseling, clinical social work, marriage and family therapy or addictions therapy without possessing the proper licenses or training. All three counts are felonies.
The charges against Scoutt are the result of an investigation by agent Jason Riddle of the Wyoming Department of Criminal Investigation. The investigation was sparked by a coroner’s inquest in the later months of 2016 into the June 2015 death of Richard Campbell, who lived and died on Scoutt’s property. The death was ruled a homicide, and Riddles’ investigation also included any subsequent financial crimes associated with Scoutt.
