PUBLIC NOTICE 

 

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of the Application of Black Hills Power, Inc., d/b/a Black Hills Energy (Black Hills Power or the Company), for authority to decrease the standard rate for purchasing power from qualifying Small Power Production or Cogeneration Facilities tariffs, as more fully described below:

Black Hills Power is a public utility, as defined in Wyo. Stat. §37-1-101(a)(vi)(C), subject to the Commission’s jurisdiction pursuant to Wyo. Stat. §37-2-112.

On July 1, 2021, Black Hills Power submitted an Application together with exhibits requesting Commission authority to decrease the standard rate for purchasing power from qualifying Small Power Production or Cogeneration Facilities by $0.00228 per kilowatt hour (kWh), to a proposed rate of $0.02141. This is the rate Black Hills Power is obligated to pay for energy and capacity from Qualifying Facilities (QF) with a design capacity of 25 kW or above.

Based on an all-time peak demand of 378 MW in August 2020, Black Hills Power submitted its avoided cost estimates based on modeling for two types of QFs: a hypothetical 100 kW QF and hypothetical 100 kW wind QF. The calculated rates are $0.02019 per kWh for wind and $0.02141 per kWh for solar. Black Hills Power is proposing the higher calculated solar rate for all QF purchases for administrative purposes.

This is not a complete description of the Application. Interested persons may inspect the entire Application at Black Hills Power’s Wyoming offices and at the Commission’s offices in Cheyenne during regular business hours or online at: http://psc.state.wy.us/.

Anyone desiring to file a public comment, statement, protest, intervention petition or request for a public hearing in this matter must file with the Commission in writing on or before August 23, 2021. Any intervention request filed with the Commission shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding.
